Members debated the need to ensure the plaza does not present an industrial look and emphasized the importance of individualizing retailers through distinctive paint colors and signage.
The debate about the plaza’s aesthetic extended to architectural diversity in signs, with suggestions to employ script fonts and varied lighting to achieve a cohesive yet visually appealing look. The importance of sign readability, especially for businesses with longer names, was highlighted alongside the challenge of balancing uniformity with individual expression. A lighter gray or white color was proposed for the Solstice area of the plaza, considering practical maintenance and the need to stand out against overcast skies.
The board considered these views and discussed the possibility of a site visit to better understand the impact of the proposed colors and designs.
The meeting also tackled Ordinance -24, aimed at amending the village code to implement administrative procedures for affordable housing projects. A rigorous debate ensued over the interpretation of state law regarding the village’s authority to review and approve the aesthetics of such projects. Concerns were voiced about the effectiveness of the proposed covenant declaration of restriction and the enforcement mechanism for affordability conditions. The possibility of requiring landlords to provide monthly reports on the rents of market rate and affordable units was discussed, with the board ultimately recommending approval of the ordinance with a semiannual reporting requirement.
Penalties for non-compliance with reporting on market rate and non-market rate units were also considered, with members discussing the frequency of reporting and the severity of penalties to ensure they are dissuasive enough. Despite differing views on the authority of the board to enforce aesthetic standards, there was agreement on the need to ensure compliance with housing regulations.
In addition to the above discussions, the board briefly touched on the introduction of a living shorelines ordinance, focusing on the environmental sustainability of riverfront properties and the implications of sea level rise.
Lastly, a member suggested a visit to Worth Avenue in Palm Beach for inspiration to create a distinctive and architecturally beautiful village. The board considered this proposal, which entails a tour for staff members, the Local Planning Agency (LPA), and other relevant parties, funded by the council.
