Tequesta Village Council Addresses Water Main Projects and Residents’ Concerns Over Construction
- Meeting Overview:
In a recent meeting of the Tequesta Village Council, the primary focus was on infrastructure improvements, particularly the water main replacement project, and addressing residents’ concerns regarding ongoing construction activities in the Hannah’s Home area. The council also reviewed its financial health, discussed water conservation initiatives, and recognized community contributions.
A significant portion of the meeting was dedicated to discussing the water main replacement projects. The council approved a contract with Amichi Engineering Contractors for the Water Main Number 2 Beach Road replacement, valued at $3,540,449.60. This project marks the second phase of a larger initiative, with funding sourced from a State Revolving Fund loan. The construction is expected to reach substantial completion in approximately 210 days and final completion within 240 days. The council emphasized the importance of selecting the most qualified contractor, despite Amichi being the second-lowest bidder, acknowledging the potential complications of choosing a lower bid. Additionally, the council approved a work authorization with Kimley Horn for related construction administration services.
Infrastructure security was another topic, with plans to enhance access controls at the water treatment plant. The council is coordinating the installation of new access controls with the replacement of gates and fences. The urgency of this project was highlighted.
Residents’ concerns about construction in the Hannah’s Home area also took center stage, with Florida resident Harold Taylor expressing frustration over the environmental impact of duplex construction, particularly the spread of torpedo grass. Taylor urged the village to address these issues, stating that the moral responsibility of property owners to maintain their land in a way that doesn’t adversely affect neighbors is being neglected.
Financially, the village is in a strong position, with an annual comprehensive financial report showing a $7.8 million increase in the village’s total net position, bringing it to $63.2 million. The general fund balance reached $10.1 million, covering approximately 214 days of expenditures. The pension trust funds are over 100% funded, reflecting robust financial health. There was dialogue regarding the fund balance’s adequacy, with the council affirming that maintaining higher reserves is prudent for future capital projects and potential natural disasters.
Water conservation efforts were highlighted through proclamations for April as Water Conservation Month and Drinking Water Week in May, acknowledging the vital role of water in community health and encouraging residents to engage in conservation practices. Relatedly, the council discussed the Drop Savers program, aimed at promoting water conservation among youth, with winners to be announced at the next meeting.
Community engagement was underscored with various initiatives, such as police department efforts to enhance communication through “Coffee with a Cop” and the introduction of a new officer planning e-bike events. The fire department reported progress on renovation projects and a new rescue vehicle timeline, among other activities. The council expressed gratitude for community support, notably recognizing the Whitman family for their contributions to maintaining a local banyan tree.
The meeting concluded with discussions on other infrastructure projects, including contracts for bridge restoration and the construction of a maintenance building slab. The council also approved a proposal to improve security measures at the water treatment plant, emphasizing the importance of upgraded systems to ensure operator safety.
