Townsend Board Discusses Veterans Exemptions Amid New Heroes Act Implementation
- Meeting Overview:
The Townsend Board of Assessors’ recent meeting focused on the financial implications of the new Heroes Act, which doubles veterans’ exemptions. The board considered adjusting the overlay amount, traditionally between $120,000 and $130,000, upwards to $205,000 to accommodate the increased exemptions and the cost of living adjustments.
During the meeting, concerns were raised about the town’s financial capacity to lower the overlay while ensuring adequate funding for the expanded veterans’ exemptions. The town administrator initially suggested lowering the overlay amount to free up resources elsewhere, but after reviewing the town’s excess levy limit, the board concluded that maintaining the traditional overlay level was necessary to avoid potential shortfalls.
Additionally, the board reviewed and approved two Chapter 61 applications, one for agricultural land on North End Road and another for recreational land on Main Street. These approvals are part of the board’s ongoing assessments of land use classifications to ensure compliance and appropriate tax benefits.
The board also discussed the current sales report, noting that single-family home sales averaged a mean ratio of 0.958, aligning well within the preferred range of 94 to 96. This data will be submitted as part of the town’s property valuation assessments.
