Townsend Board Grants Variance for Home Lighting, Reviews Ye Village Improvements
- Meeting Overview:
In a recent Townsend Board of Health meeting, the board approved a variance request for reduced natural lighting in a residential basement and reviewed substantial improvements at Ye Village. The meeting also covered updates about the new sticker program and ongoing financial and administrative matters.
The most notable outcome from this meeting was the board’s decision to approve a variance requested by Natalya Venucci for her home on South Road. The variance concerned compliance with 105 CMR 410.430, which mandates a minimum of 8% natural lighting in residential spaces. Venucci’s basement, at 5.8% natural light, fell short of this requirement. Rick, who reviewed the case, highlighted that similar variances had been granted in nearby towns like Groton and Harvard, where a minimum of 5% was deemed acceptable if supplemented by artificial lighting. It was noted that this case was a first for the Townsend board, prompting discussions about setting a precedent for future requests. The board emphasized the importance of maintaining adequate lighting for mental health and agreed that Venucci’s plan to add artificial lighting made her request reasonable. The variance was approved with the stipulation that it would expire if the property ownership changes, requiring a new owner to apply for a renewal. This decision was reached through a roll call vote, where both Dr. Christian Roman Ramirez and Charles Paul Serene voted in favor.
The meeting also addressed significant improvements at Ye Village, following a previous inspection deadline of August 21st. The inspection, conducted by Bridget, revealed only one violation. Improvements included a new kitchen floor and the hiring of a cleaning company to maintain sanitation. Greg, representing Ye Village, acknowledged these improvements and expressed a commitment to maintaining the facility’s cleanliness. The board commended these efforts, recognizing personal challenges faced by Greg in the past year. A follow-up inspection by Bridget was scheduled for three to four weeks later, with results to be shared subsequently.
In administrative developments, the board encountered technical difficulties during a presentation on the new sticker program. Despite initial issues, Kristen managed to report preliminary revenue figures totaling $488,261.24 from various sources, including office payments and online transactions. However, a complete report on trash collection tonnage awaits further data. In addition, the board discussed ongoing delays in receiving a response from Shaws regarding the curbside trash and recycling contract.
Financial matters included the approval of invoices amounting to $13,870.06, covering charges from AT&T and other vendors. A motion to approve these invoices was passed following a roll call vote. The board also addressed rising sharps container disposal fees, which will be revisited in future meetings.
The need for proper signage identifying the Board of Health office was raised due to complaints about inadequate identification. Additionally, the board discussed the necessity of a policy for office conduct following incidents involving angry residents. The board emphasized maintaining a respectful environment, noting that the office is managed by a single employee dedicated to public service. A suggestion to place a sign encouraging good behavior among visitors was proposed, but concern remained over appropriate phrasing. The board intends to wait for the full board’s presence to further brainstorm policy language.
