The commission had allocated $10,000 initially, with an additional $13,000 confirmed, but the quoted costs for surveying exceeded this budget by $800, bringing the total to $23,800. Members debated the necessity of recording the plans at the registry, which would add $2,000 to costs. Opinions varied, with some members advocating for competitive pricing by soliciting additional estimates, while others believed the current procurement exemptions sufficed. The commission again decided to issue no comment after a brief discussion.
Operational challenges also surfaced, particularly around the fee structure for applications. The current fees for a Notice of Intent (NOI) were noted as insufficient to cover the time spent by the conservation agent, whose hourly rate is $27, with typical NOIs requiring 15 to 20 hours of work. This prompted a discussion on revising the fee schedule, with members agreeing to compare fees with surrounding towns to ensure financial stability. The commission’s revenue from application fees is lower than the conservation agent’s salary, highlighting a shortfall that requires addressing.
Additionally, the commission conducted officer elections, confirming Kevin Smith as vice-chair and another member as clerk through unanimous votes. Discussions around the roles were marked by camaraderie and light-hearted exchanges.
