Townsend Conservation Commission Reviews Solar Panel Installation Amid Wetland Concerns
- Meeting Overview:
During the Townsend Conservation Commission meeting on July 9, 2025, attention was given to a proposed solar panel installation by Fran and Michelle Dold on East Haynes Road, sparking a discussion regarding its environmental impact, particularly concerning its proximity to wetlands. The Dolds presented their project, which involves setting up 48 solar panels using ground screws to minimize land disturbance, with the aim of reducing both their electric bill and carbon footprint. They assured the commission that the installation would be compliant with local regulations and would avoid affecting the wetlands, highlighting that the panels would be positioned well above water level and require no substantial excavation.
Despite these assurances, concerns were raised by commission members about the potential environmental impact of the project, particularly given its proximity to sensitive wetland areas. To further mitigate potential disturbances, the commission agreed on the installation of a silt fence or waddles along the work area’s edge as a precautionary measure. A motion to proceed with the project, contingent on these conditions, was approved.
The meeting also addressed a variety of other topics, including jurisdictional confusion over stormwater management, with members expressing uncertainty about their role in addressing such concerns. The conversation highlighted the need for better clarity in the division of responsibilities among different town committees, particularly in light of the Board of Health’s reported financial constraints on managing illegal dumping issues.
Another item discussed was the town’s Climate Action Plan, spearheaded by Michelle Zolinka, a regional energy manager from the Northern Middlesex Council of Governments. Zolinka updated the commission on the completion of a greenhouse gas inventory and ongoing efforts to engage the community in climate action. Despite her invitation for the commission’s participation in an upcoming workshop, there was skepticism among some members regarding the plan’s relevance and the practicality of its proposed outreach initiatives, given the town’s limited resources and perceived small carbon footprint.
In efforts to enhance community engagement, members discussed strategies to increase public participation in conservation activities, expressing frustration over low turnout at past events. Suggestions included diversifying outreach methods beyond social media, such as utilizing local newspapers and town electric signs, to reach a broader audience.
Additionally, the commission considered the potential appointment of Kim Gino as an associate member. The discussion revealed a desire to explore the feasibility of such a role within the commission’s charter, as well as the benefits of having additional support to alleviate the workload on current members.
Financial discussions during the meeting included the acceptance of a $16,000 grant for property surveying, with members keen on prioritizing properties for surveying to secure funding before it was reallocated. This discussion emphasized the importance of timely action in leveraging available resources for environmental projects.
