The Trust hopes to have a representative from the Massachusetts Housing Partnership (MHP) attend the next meeting to provide further insight into the project’s direction.

Affordability was another central topic, with discussions on how to define and apply income guidelines for affordable housing in Townsend. A member highlighted the need for clarity, referencing a perceived 10% affordability requirement in the guidelines. The conversation extended to the comparison of area median income indexes from other areas, such as Newton and Cambridge, and the importance of specifying the source of income guidelines for the town.

The term “by right residential development” sparked a conversation about the planning process for multifamily home construction. Members noted that not requiring a special permit could affect the timeline for such developments. The Trust was satisfied with the wording related to the executive office of housing and the inclusion of mental preference.

In regards to the Hazard Mitigation Plan, the Trust discussed the importance of preparing for natural disasters, especially for residents with limited English fluency and low-income individuals. The potential for grant funding for housing projects and disaster assistance was considered, as well as the need to support residents during power outages and flooding.

The relevance of the Housing Trust’s role in community engagement was debated. This included their involvement in creating welcome packets for new residents, organizing community events, and supporting local businesses. While some members questioned the practicality and alignment with the Trust’s objectives, others emphasized the potential for collaboration and the importance of economic development strategies that address the needs of affordable housing residents.
