The meeting, which covered a broad agenda, first delved into the issue of the town’s fiscal year 2025 budget. The superintendent’s proposal to use reserve funds to supplement the school budget was discussed following the North Middlesex Regional School District’s decision to adopt a lower budget, resulting in a $243,000 reduction for Townsend. This financial adjustment prompted the board to plan a meeting with the finance committee to estimate revenues and expenses in order to achieve a balanced budget.
A significant portion of the meeting focused on the town’s developmental projects, which included updates on the Memorial Hall and garage regularization projects, as well as the Scoldings Memorial weatherization project. The board provided completion dates for these projects and discussed the submission of closeout documents to Unitel for rebate processing.
The appointment of an associate member to the planning board was also a key item on the agenda. Patrick Panic was appointed as the associate member through June 30th, 2025, with his military service duly noted.
Another topic of importance was the town’s compliance with the Massachusetts Bay Transportation Authority (MBTA) communities law. The board supported a planning assistance grant application from the Montachusett Regional Planning Commission to align the town’s zoning bylaws with this legislation and planned to send a letter to the grant administrator to express their endorsement.
During the meeting, the board also addressed concerns raised by the Ethics Commission regarding the composition of the Historic District Commission and the Historic Society. The potential conflict of interest due to overlapping membership was clarified, with an emphasis on adhering to the town’s charter.
In terms of community engagement and safety, the board discussed sponsoring lawn parties with band performances to enhance public involvement and provide information from various committees. Additionally, safety improvements at municipal bus stops were reported, including the results of a safety survey for District 3.
Administrative issues also took center stage. There was debate over the process for posting meeting agendas, with the board ultimately deciding on a deadline for submissions and a set posting time. The board approved the Town Administrator’s recommendation to install bluebird houses at the soccer fields presented by Autumn Buck, the conservation agent, who outlined the environmental benefits of the initiative.
The meeting further touched upon the allocation of funds and potential reallocations for ARA projects, and the Town Administrator updated the board on a range of matters, including a private enterprise’s bed bug problem and a trash contract extension. The board voted to increase the working hours for the interim Town Administrator to up to 30 hours a week until the next town meeting in September, showing responsiveness to administrative needs.
Lastly, the board acknowledged the need to clarify the reappointment process for committee members after some confusion arose regarding the reappointment of members of the Historical Commission.
