Discrepancies in ambulance billing and collections were also a focal point, with the auditor recommending that the fire chief review the outstanding balances, which have resulted in an increased ambulance balance.
The board engaged in a debate over the reconciliation of monthly reports for ambulance services and the necessity of a comprehensive internal control policy and procedure manual. There was a consensus on the need to address stagnant revenue in special revenue balances and the importance of maintaining an accurate fixed asset inventory. Additionally, the board stressed the significance of reviewing and addressing old police detail balances and reconfiguring the special revenue chart of accounts for more appropriate reporting. Furthermore, the treasurer-collector’s office reported progress in consolidating bank accounts and closing inactive accounts.
A discussion ensued regarding the research into a debt premium account of $150,000, with considerations to use the funds to pay down debt or allocate them towards its intended project. The board’s deliberations also included the ongoing efforts to review and potentially write off older police balances and make progress on the special revenue chart of accounts.
Budget allocations for future fiscal years were scrutinized, with board members expressing concerns about the current budget structure’s sustainability and the urgency for a strategic plan to tackle future financial challenges. Despite these challenges, the board recognized the finance committee’s dedication and the need to recruit more members to aid in the town’s financial planning.
The reappointment of individuals to various town committees was a notable item on the agenda. Members voted to reappoint individuals to the Bylaw Review Committee, Cultural Council, and other positions, including the Chief of Police. However, the reappointment to the Historic District Commission was halted and postponed to the next meeting for clarification on compliance with the town’s charter.
A mandatory planning board referral for the proposed project on Fitchburg Road was addressed, with the board deferring to the planning board’s expertise and expressing gratitude for their review work. Additionally, the board reviewed and approved amended meeting dates to accommodate other obligations.
Contract approvals were also on the docket, with the board confirming the previously signed insurance contract and the pest control contract. The planning board saw the appointment of Lance Smith as a new member and the board tentatively set dates for a special town meeting.
A drainage issue encountered during a development project prompted discussions between the board and the developer, leading to an agreement for the highway department to divide the plugged drainage pipe, and considerations for securing an easement from the property owner.
Updates on collaborations with a representative’s office and an upcoming economic development event were shared, alongside gratitude expressed in a letter from the Conservation Commission for the board’s support. The board discussed events related to brownfield funding and the fiscal year budget conference committee.
