- Meeting Overview:
The Tracy City Council meeting addressed the legalization of cannabis, property developments, and community engagement. The council discussed zoning ordinances for cannabis businesses and debated property development timelines, all while reflecting on recent community events and updates on ongoing projects.
A significant portion of the meeting was dedicated to cannabis regulation following Minnesota’s legislative decision to legalize cannabis use, possession, and sale. The council discussed the potential impact of cannabis businesses in Tracy and considered adopting local ordinances. These ordinances would limit cannabis business operations near schools and daycare facilities, emphasizing the importance of protecting vulnerable areas of the community. It was acknowledged that the county was preparing its regulations, and the city had to determine whether to allow municipal cannabis stores or permit private operations.
Council members requested documents related to cannabis regulations for review, recognizing the need for a thorough discussion on the city’s role in regulating cannabis businesses. The council highlighted the necessity of involving the police department in future discussions, particularly concerning the regulations’ applicability to home daycares.
In addition to cannabis regulation, the council addressed several property development issues. An upcoming public hearing was scheduled for the sale of two Economic Development Authority (EDA) lots at 349 and Second Street. These lots, previously home to dilapidated structures now demolished, were slated for future construction. The council discussed the development timeline, with some members advocating for a two-year period to secure builders and prevent extended vacancies. Accountability for development timelines was emphasized.
The meeting also tackled ongoing projects and property updates. The council received updates on tuck-pointing and roof repairs of city buildings, supported by a significant grant application projected at $400,000. The timeline for the SK system was confirmed, with submissions completed by the end of September and updates anticipated in November.
Property improvements were noted on Morgan Street, where a deteriorating garage was demolished following effective communication between city officials and the property owner. Meanwhile, the council anticipated further developments on Fifth Street, a buildable lot measuring at least 100 feet wide and approximately 75 feet deep. The property on Street was also discussed, with a resident requesting an extension to remove belongings. The council planned to revisit the issue in its next meeting, potentially granting a 60 to 90-day extension.
Community engagement was another focal point, with reflections on a recent open house at the fire department. Council members noted positive community engagement but expressed disappointment at the event’s turnout, attributing it to conflicts with other local events. Discussions also touched on Central Park improvements, with Resolution 2024-92 to accept various donations. A motion to approve this resolution passed, with gratitude extended to contributors and an appeal for continued support.
