- Meeting Overview:
The Treasure Island City Commission convened to address critical preparations for Hurricane Milton, declaring a local state of emergency and discussing evacuation strategies. The meeting also touched upon ongoing recovery efforts from Hurricane Helen, including waivers of building permit fees for storm-damaged properties.
The commission’s foremost action was issuing a proclamation declaring a state of local emergency due to Tropical Storm Milton, which was forecasted to bring significant storm surge, rain, and wind to the area. This move aligned with the governor’s declaration and Pinellas County’s updated state of emergency. The proclamation aimed to secure FEMA assistance if needed. The commission also extended the state of emergency for Hurricane Helen, continuing the measures for another week as per Florida Statutes.
Discussions highlighted the proactive measures being taken to prepare residents for the impact of Hurricane Milton. Voluntary evacuations were advised for zones A, B, and C, with mandatory evacuations already in place for medical facilities. Access to Sunset Beach was restricted to residents beginning at noon, to allow them to secure belongings ahead of anticipated mandatory evacuations. The urgency of evacuation was underscored, with officials recalling past storms where residents who ignored warnings faced dire situations.
The commission approved Resolution 20249, which temporarily waives building permit fees for repairs related to Hurricane Helen damage. This waiver covers the costs associated with various types of construction and repairs, including interior demolition, fence installation, tree removal, and electrical repairs, effective from October 7 through November 30. An important clarification occurred when outdated information in the staff report was corrected, amending the category of wall repair and replacement to include the demolition of flood-damaged interiors while removing the installation of soffits, fascia, and gutters from the resolution. This amendment was unanimously adopted by the commission.
Public comments and commissioner updates further addressed the placement of RVs and trailers on residential properties during repairs, in line with a state law allowing such placements for up to 36 months. There was an emphasis on clear communication regarding evacuation orders and the safety of residents, particularly on Sunset Beach, where previous reluctance to evacuate was noted. Concerns about the potential impact of Hurricane Milton, which was anticipated to be stronger than Hurricane Helen, were paramount.
The chief of police shared insights from a call with County Emergency Management, forecasting Hurricane Milton as a category 4 storm with severe storm surge. Mandatory evacuation orders were expected, with preparations underway to open shelters. The chief emphasized the necessity of timely evacuations, citing past incidents requiring rescue during storms. Warnings included structural risks to buildings even at higher elevations, urging residents to relocate to safer areas off the island. Plans for managing fire, police, and public works resources were discussed, focusing on securing assets and preparing for post-storm recovery.
Expressions of gratitude were extended to city staff and first responders for their efforts during these challenges. The community’s resilience was praised. The need for a dedicated contact number for those unable to evacuate was discussed.
