In a recent meeting, the Union Planning Board discussed developments, including the planned improvements to Green Lane Park and amendments to the Township’s master plan.
The most noteworthy agenda item detailed the development of a passive park at Green Lane Park. A representative from the Union County Improvement Authority presented plans that include a network of walking trails, a Timber Boardwalk that is slightly elevated, a reduced-size parking lot, extension of the sidewalk, and interpretive signage. These improvements are designed to be in harmony with the surrounding environment, featuring a small covered Pavilion for observation, native plantings, and minimal security lighting to maintain the park’s natural ambiance. The park’s design emphasizes the conservation of existing vegetation and the installation of ADA accessible parking spaces, as well as a small nature-themed playground, shade and pollinator gardens, and stormwater control measures like a bio-retention basin and pervious pavement.
During the public comment period, residents engaged with the project by raising questions and concerns. One resident questioned the practicality of installing electric vehicle (EV) charging stations in the park setting. Another inquired about the potential backfilling of wetlands, alongside questions about the estimated cost, completion date, and future maintenance of the park. It was clarified that the maintenance responsibility would fall under the Union County Parks Department.
In addition to the park improvements, the board considered a reexamination report for the Township’s master plan. The report presented by a consultant recommended modifications to zoning district regulations, addressing changes in assumptions and objectives related to land development. Notable was the proposal to amend the NC zoning district. Furthermore, the report included miscellaneous amendments targeting specific business activities, such as regulations for massage and body services, tattoo businesses, and the prohibition of methadone clinics and parking utility trailers. These proposed amendments aimed to address concerns over the types of developments and activities that might take place in the township.
The board also discussed amendments to the township code related to massage and body work therapies. The intention behind these amendments was to ensure the legitimacy of these services and to close a loophole that allowed the parking of trailers and flatbeds on residential lots. A resident raised a question about the limitation of massage parlors to specific areas. It was clarified that massage therapy services could be conducted in various settings such as medical offices, salons, and spas, depending on the type of use.
Cannabis-related use in certain zones was also brought up for clarification during the meeting. The board provided insight into the current regulations and how they might apply within the township. This topic, along with the entirety of the master plan reexamination, was referred to the township committee for further consideration.
Moreover, the board approved the adjournment of an application for a development project to allow the police and fire departments to prepare written reports. Additionally, a resolution for a Chick-fil-A project was approved.
