- Meeting Overview:
In a recent Union County Zoning Board meeting, members unanimously approved a proposal for a mixed-use development on Mars Avenue. The project, spearheaded by 1865 Mars Avenue LLC, involves constructing a three-story building featuring commercial space and 14 residential units. Key topics of discussion included parking logistics, compliance with zoning ordinances, and improvements to the existing site.
The board’s discussion centered around the proposed redevelopment of the site previously occupied by “The Beer Temple Oster tag agency.” The applicant’s representative described the project as an appropriate reuse of the property, located in the Downtown Transition (DT) Zone, which encourages mixed-use developments. The proposed building will include studio, one-bedroom, and two-bedroom apartments, and is intended to enhance the area by reducing impervious coverage from nearly 100% to 82.9%.
Parking arrangements for the project were a significant topic of debate. The development plans include 17 parking spaces, with considerations for shared parking between residential and commercial uses. The applicant’s traffic and parking expert argued that the shared parking provisions and available street parking would adequately address the anticipated demand. However, concerns about potential overflow parking needs were raised, with discussion about utilizing a pilot permit program if issues arise. The architect presented the building’s design, emphasizing the integration of parking within the structure and compliance with fire safety measures.
The project’s site engineer detailed the proposed improvements, which include landscaping and stormwater management systems. The engineer emphasized the project’s compliance with municipal zoning requirements and the reduction of the site’s impervious surface. The site plan also addressed comments from various departments, with changes made to the location of the trash facility and electric vehicle (EV) charging spaces to improve safety and accessibility.
Further testimony from the professional planner, Victor Vegra, underscored the project’s alignment with municipal land use goals. Vegra highlighted the aesthetic and functional enhancements the development would bring to the area, arguing that the mixed-use building would promote appropriate land use and improve the visual environment. He acknowledged the variance needed for the floor area ratio but justified it by emphasizing compliance with other zoning requirements and the existing conditions of surrounding properties.
The absence of public opposition further bolstered the project’s approval.
