Union Town Council Bans Balloon Releases to Protect Environment
- Meeting Overview:
In a move, the Union Town Council unanimously adopted an ordinance prohibiting the intentional release of balloons in the township. Alongside this significant legislative decision, the council addressed a range of issues including community development plans, emergency service contracts, and public safety reports.
The newly passed balloon ordinance, supported unanimously by the council, reflects growing environmental awareness and community responsibility. Balloons released into the environment can cause harm to wildlife and contribute to pollution, prompting the council’s action to formally prohibit this practice. This ordinance was one of several legislative items addressed during the meeting, with unanimous support for a motion to postpone readings of additional ordinances related to a cap bank and various capital acquisitions.
In addition to the legislative actions, the council authorized several resolutions to enhance community services. Notably, a contract with Clarion Events, Inc. was approved to provide online fire and EMS training. This contract, capped at $10,330, underscores the township’s investment in maintaining and improving public safety standards. Further resolutions facilitated the issuance of water bank construction notes through the New Jersey Infrastructure Bank Financing Program, and authorized payments for solid waste collection and emergency fire service repairs.
The meeting also featured a proclamation designating May 2025 as Older Americans Month, celebrating the contributions of older residents and encouraging their active engagement in the community. Mayor James Bowser Jr. read the proclamation, emphasizing the theme “Flip the Script on Aging,” which seeks to challenge aging stereotypes and foster a positive view of aging. The presence of senior community leaders was met with applause.
Safety and public services were topics, with reports from both the police and fire departments providing detailed accounts of recent activities and incidents. Police Commissioner Sandra Terrell reported on law enforcement efforts, highlighting 1,335 direct patrols, 274 service calls, and 54 arrests made between May 10 and May 26, 2025. A significant incident involved the arrest of two individuals suspected of attempting a burglary, following a report of a suspicious vehicle. Terrell praised community vigilance and encouraged continued reporting of suspicious activities.
Fire Commissioner Patricia Guerra-Frazier detailed the fire department’s response to 297 service calls, including incidents at a senior complex and a fuel spill caused by fallen utility poles. These events illustrated the department’s preparedness and prompt action in managing emergencies. Guerra-Frazier also provided safety tips for the grilling season, advising residents on best practices to prevent fire hazards and ensure safety.
The Public Works Department reported extensive maintenance activities, including road repairs and sewer line maintenance, contributing to the township’s infrastructure upkeep. Commissioner Emanuel Figueiredo highlighted efforts to improve public safety and convenience, encouraging residents to report concerns.
Community engagement was further fostered through upcoming events and programs announced by Commissioner Joseph Florio. These included a health maintenance check, a spring dance for Alzheimer’s awareness, and various recreational activities for seniors. Florio also promoted the grand opening of the Union Public Library and Art Center, and the Union Juneteenth festival, offering opportunities for cultural enrichment and community participation.
During the public comment section, resident Paul Gorman raised a concern about the absence of a crosswalk at the intersection of Savit Place and Elmwood Avenue, particularly during school hours. He emphasized the need for a crosswalk to ensure student safety and thanked the mayor for communications regarding the community solar program.
