- Meeting Overview:
The Upper Town Council meeting addressed community concerns, including approval of a substantial 2024 Capital Bond, emergency air conditioning repairs at the senior center, and amendments to Pine Lands land use management. Additionally, the meeting touched upon the July 4th celebrations, beach vandalism, and public safety matters.
The Council’s approval of a 3.7 million dollar Capital Bond for 2024 earmarked for various public works, recreation, building and ground, and public safety projects took center stage during the deliberations. This bond is set to finance a wide range of projects, focusing on the enhancement of municipal services and facilities. The first reading of ordinance number 12, 2024, which authorizes these Capital Improvements and the acquisition of capital equipment, was introduced and scheduled for a public hearing on July 8th.
Another topic was the emergency air conditioning repairs at the senior center. The Council discussed the need for emergency appropriations to address the air conditioning failure. The issue of obtaining multiple quotes for the repair work was raised, with some members insisting on at least two quotes before awarding a contract to ensure due diligence and adherence to the proper process. The effectiveness of the current EMS system was also brought up, alongside the recent grant received for the air conditioning repairs, highlighting the Council’s attention to senior welfare and emergency services.
The meeting also addressed land use management within the township. Ordinance number 9, 2024, which pertains to amendments related to Pine Lands land use management, was a focal point. The Council examined the implications of these amendments and the importance of compliance with the Pine Lands Commission regulations.
Issues raised included the actions of the Beesley Point Redevelopment Group and a developer’s failure to adhere to approved plans, resulting in excessive tree clearing. These concerns reflect the community’s vigilance and the Council’s responsiveness to such matters. Additionally, a request was made to allow the public to ask questions prior to the consent agenda being voted on.
Community and public safety were also discussed, with updates on the upcoming July 4th parade and fireworks, reports of vandalism at the beach, and the effectiveness of parking enforcement. The Council acknowledged the efforts of Animal Control in responding to 41 calls in May and commended the Public Works for their prompt response to a downed tree. Furthermore, the Council mentioned the initiation of a kids camp and plans for a walk to support a seriously injured child.
The meeting included deliberations on the ongoing quarterly beach survey by the Stockton Coastal Research Center, emphasizing the Council’s focus on coastal management and research. Additionally, the possibility of entering a closed session to discuss contract negotiation and personnel matters was brought up.
