Upper Town Council Honors 27-Year EMS Veteran, Amends Key Ordinances
- Meeting Overview:
The Upper Town Council meeting focused on honoring long-time EMS veteran Daniel Dubs, approving ordinance amendments to address municipal costs and road safety, and discussing local infrastructure projects. The meeting, held with full attendance from council members, also included updates on township recreational facilities and cybersecurity efforts.
The meeting’s most noteworthy moment was the recognition of Daniel Dubs, who is retiring after 27 years of service with the Upper Township Division of EMS. A resolution was presented, celebrating Dubs’ extensive contributions to the community, including his leadership in mentoring new EMTs and guiding the Upper Township Rescue Squad. The resolution highlighted Dubs’ dedication and the significant impact he had made in the community. As he was invited forward, council members expressed their appreciation, and a motion was made to adopt the resolution honoring him, which passed unanimously.
In legislative matters, the council addressed two ordinances. Ordinance number 10, 2025, involved amending the municipal code related to streets, sidewalks, and sanitation. This change was aimed at specifying application and escrow fees, previously unspecified, that should be borne by property owners applying for permits. Additionally, the ordinance included provisions for property owners to request speed humps on township roads. Following a public hearing with no comments, the ordinance was adopted unanimously.
Ordinance number 11, 2025, authorized the sale of a portion of land to the New Jersey Department of Transportation. The property is located at the intersection of Route 610 and Route 50, and the sale was necessitated by road widening efforts. After a public comment period with no feedback, the council moved to adopt this ordinance, which also passed without opposition.
The council also reviewed a request from Christian Pitman to vacate a portion of Woods Road, due to concerns about speeding traffic and illegal dumping. The request, which would require an ordinance after a survey, was discussed with attention to maintaining emergency vehicle access. Pitman agreed to provide a key for emergency services if the road were gated.
Infrastructure improvements were further discussed with a focus on an ongoing dredging project on West Millard Avenue. The request involved using the Willard Avenue street end for truck access to transport dredged materials. Although concerns about foreign debris were raised, past operations were noted to have been well-managed. The discussion included potential benefits of using the dredged materials for local beach replenishment, addressing erosion issues. The council approved the use of the street access for the dredging and requested that the contractor consider beach replenishment as part of the operation.
The meeting also touched upon the recent township activities, such as the opening of pickleball courts in Caldwell Park. The project, made possible through grants, was positively received by the community. The council expressed gratitude to Public Works and Larry Cole for their efforts, underscoring the significance of recreational facilities, especially during financially challenging times. The success of the recent tree lighting ceremony was noted.
Cybersecurity updates were provided, highlighting the township’s efforts to implement measures protecting against potential cyber attacks. Plans to enhance the township website for better accessibility and information dissemination were also discussed.
