Ventnor City Council Tables Water Agreement with Margate over Billing Discrepancies

In a financial decision, the council voted to terminate participation in the state health benefits plan due to a projected 36% increase in costs. Instead, they opted for an alternative plan with a 15% increase. The council expressed gratitude for the finance team’s work in facilitating this transition, highlighting the expected benefits in terms of cost savings and employee satisfaction.
Additionally, the council addressed Resolution 323, which involved updates to the personnel policies and procedure manual as required by the Joint Insurance Fund. Changes included updates to the Americans with Disabilities Act policy, in line with the Pregnant Worker Fairness Act, and the definition of a hostile work environment to encompass off-site conduct. The vacation leave policy was also clarified. The council approved these updates to meet the November 1 deadline.
The meeting also saw the discussion of a corrective action plan concerning the lifeguard pension program, following recommendations from a state audit. The plan includes appointing a new board and revising the pension plan document, addressing issues previously overlooked. The council acknowledged the need for state legislative action to potentially repeal the law necessitating these pension adjustments.
Infrastructure improvements were another focal point. The council authorized a streetscape improvement agreement with Atlantic County, focusing on tree planting and landscaping along Ventnor Avenue. This project aims to enhance public rights-of-way and improve the urban landscape. The council also announced the upcoming tree replacement project, which will replace dead or dying trees along city streets.
Personnel changes were discussed as well, with the hiring of Leaden Singleton as a laborer for the public works department following an employee’s departure from the street department.
The council completed the CY2025-SFY2026 best practice inventory, a part of the annual budget process. Achieving a high score on this inventory ensures full state funding. The council also reviewed and approved payroll and payables.
Community engagement was minimal, with no public comments during the meeting, despite the council opening the floor for discussion. However, commissioners took the opportunity to announce upcoming events, including a Halloween Fest on October 26 and December holiday activities.
