Ventnor City Council Tackles Budget Flexibility and Veterans Recognition Amidst Community Concerns
- Meeting Overview:
At the recent Ventnor City Council meeting, discussions centered around budget flexibility measures, the city’s efforts to honor military veterans, and the ongoing issue of abandoned boats in the Back Bay. The council introduced an ordinance to establish a cap bank, allowing the city to manage budget appropriations more effectively. Additionally, public comments highlighted a proposal to dedicate the month of August to veterans, alongside community frustrations regarding abandoned boats, which remain a contentious topic.
The most consequential topic addressed was the introduction and subsequent adoption of Ordinance 2026-001, which enables the city to exceed municipal budget appropriation limits for the calendar year 2026 and establish a cap bank. This financial maneuver allows the city to “bank the difference between the 2.5 percent and the 3.5 percent for appropriations in future years,” providing flexibility to handle unforeseen expenditures. The finance administrator explained that this ordinance would create an approximate $300,000 reserve for the city. The ordinance received unanimous support.
Alongside budget discussions, the council introduced Ordinance 2026-004, which outlines a 3.5% annual salary increase for members of the Ventnor City Beach Patrol from 2026 through 2028. This ordinance highlights the city’s ongoing efforts to maintain fair compensation for essential personnel.
Public comments during the meeting brought attention to a proposal to honor military veterans by dedicating the month of August to their recognition. Ed Dixon, a resident from Ocean City, praised the city’s existing efforts to celebrate veterans and suggested that a dedicated month would further enhance community awareness and appreciation. He emphasized the significance of various military-related dates in August and urged the council to consider this initiative, which could potentially inspire similar actions in neighboring communities. The council acknowledged the proposal.
Another notable issue raised during public comments was the persistent problem of abandoned boats in the Back Bay. Resident Mary Samberg expressed dissatisfaction with the city’s perceived inaction, noting a lack of progress since she first raised the issue a year ago. Despite reaching out to the city attorney and discussing the matter with Congressman Jeff Andrew’s office, Samberg relayed frustration over the city’s limited jurisdiction beyond the bulkhead.
The discussion revealed that multiple owners were involved and that the boats’ status as non-navigable waters further complicated jurisdictional matters. Officials assured residents that they were following legal procedures to address the situation while avoiding potential litigation.
The meeting also featured updates on infrastructure projects, notably the boardwalk construction and water tower maintenance. Construction on the boardwalk is progressing, with installation of posts for the first pavilion and framing underway for a second. The fire chief reported improvements in operational readiness, with all city fire hydrants now functioning properly for the first time in years, attributing this achievement to the diligent efforts of the water department. The fire department is also preparing for an upcoming storm.
The council concluded the meeting by approving several resolutions by consent, addressing tax abatements for new construction, recreational improvements, and the appointment of Carly Imperial to the school board. The council expressed confidence in Imperial’s qualifications and her commitment to community engagement. Additionally, the code red emergency notification system was discussed, with a scheduled test to confirm active enrollment and efforts to rectify registration challenges.
