A public lottery system will determine placement for students, with the lottery set to occur on November 14, 2024. The district plans to accommodate around 200 students by the next academic year, with hopes of growing the program annually to reach the state-determined target enrollment of 397 students.
The board further clarified that the aid from the state is a recurring source of funding, which will cover all expenses, including teacher salaries. This allows the district to hire approximately 14 new teachers, all required to have New Jersey state certification. Additionally, those currently enrolled in the half-day program will automatically transition to the full-day program, and any tuition paid for the half-day program will be reimbursed.
The board discussed partnerships with local daycare providers, specifically Discovery Years and Growing and Knowing Academy, where additional district classrooms will be established. Teachers at these partner locations will remain under district supervision. The “Tools of the Mind” curriculum will be implemented both in district and partner classrooms.
Transportation logistics were considered, with current year costs covered by state funding. However, future transportation funding remains uncertain. The district will provide transportation for students attending both district and partner school programs. The program also offers tuition-based before- and after-care services, available from 6:30 a.m. to 6:30 p.m., separate from district offerings.
The meeting also addressed broader district concerns, including a focus on chronic absenteeism. It was revealed that over 20% of students have been absent more than 18 days in a school year. An ad hoc committee has been established to address this issue.
Board members also discussed ongoing facility upgrades and energy efficiency initiatives. A comprehensive facility study and Energy Savings Improvement Plan (ESIP) are underway, with audits assessing the condition and energy usage of district buildings. The initial findings will guide future budgeting and project prioritization.
Public comments underscored concerns about communication and transportation. A parent raised issues regarding after-school bus services for middle school students, which were clarified to be currently restored only for high school. Additionally, there was discussion about the Nova mat program’s implementation and concerns over potential staff endorsements without proper disclosure.
