- Meeting Overview:
The Verona Town Council recently convened to discuss several issues, with a focus on affordable housing projects and their impact on the local community, including the school system. The meeting also paid tribute to the late Congressman Donald K. Payne Jr., recognized environmental awareness through a poster contest, and honored law enforcement during National Police Week.
The council devoted substantial attention to the affordable housing initiatives within Verona. The presentation by DMR Architects highlighted the township’s housing obligations, with the upcoming fourth round of affordable housing bringing changes in regulations following the elimination of the Council on Affordable Housing (COAH). The architects detailed the history of affordable housing in New Jersey, the responsibilities of the Department of Community Affairs in calculating housing numbers, and the deadlines for adopting housing plans. There was a particular emphasis on developing projects near transit, redeveloping commercial properties, and housing for special needs individuals. Additionally, the council discussed bonuses for developers creating housing units and the implications of challenging state-provided numbers.
A topic of considerable discussion was a development project presented by Conifer Realty. The project included 95 units, with 24 designated for September availability. The application process, which is on a first-come, first-serve basis, and the allocation of units to homeless families and those with disabilities were outlined. Concerns were raised about the project’s impact on the school system and the need for an implementation committee to ensure a smooth transition for new residents. Dialogues on the potential increase in student enrollment and the financial challenges faced by the Board of Education were also points of discussion, with an openness expressed towards a joint meeting to address these impacts.
The council went on to consider multiple ordinances, notably one focusing on preliminary planning expenses for the improvement of a field on Bluefield Avenue and another amending zoning fees in the Township Code. Both ordinances passed with unanimous votes. Additionally, discussions about bond ordinances for capital improvements, including the water and sewer utility system, the need for a property reevaluation, and the allocation of funds for various projects, such as pool furniture and technological upgrades, took place.
During the meeting, tributes were paid to Congressman Payne, remembered for his dedication to constituents, with the announcement of special elections to fill his remaining term. Residents were encouraged to participate via vote by mail. National Police Week was proclaimed, with commendations for the Verona Police Department’s professionalism and service. Former police chief and Township manager B.R. Huber was announced as the Grand Marshal of the upcoming Memorial Day Parade.
Environmental concerns were prominently featured with the environmental commission’s poster contest awards, emphasizing the importance of recycling, reducing single-use plastic, and idling. The council commended the participants for their environmental protection awareness and the commission’s role in education. Additionally, initiatives such as studies at the East Water Treatment Plant, construction of the Fairview Avenue well, energy initiatives, and road projects were updated.
The council also acknowledged the roles of various committees, including the Arbor Day event by the Shade Tree Committee, the Neighborhood Traffic and Safety Committee’s progress, and the Multicultural Inclusion and Accessibility Advisory Committee’s upcoming events. The administration was applauded for securing grants, particularly for the Everett field project. Public comments included concerns about water-related issues due to nearby construction, and the Board of Education president’s concerns about increased student enrollment due to new developments.
