- Meeting Overview:
The Verona Town Council convened recently to address several matters, including a proposed ordinance on volunteer attendance, updates on ongoing municipal projects, and community concerns about a significant new development and its environmental implications.
A primary focus of the meeting was the discussion surrounding the proposed ordinance to amend the attendance policy for volunteer board and committee members. The ordinance proposed a 70% attendance threshold, which sparked debate among council members. Some argued that this benchmark was necessary to ensure accountability and effective functioning of the committees. One council member stated, “I would not agree with lowering it to a 50% threshold,” underscoring the belief that consistent attendance is important for committee work.
However, others contended that the 70% requirement might be too stringent, particularly for volunteers with demanding schedules. One member suggested a more flexible approach, proposing a 50% threshold for initiating the removal process while using the 70% threshold as a warning. Another member highlighted the need for clear communication and empathy, stating, “I think the first written communication should be some form of a notice warning that they… may be considered for this removal,” emphasizing the importance of respecting volunteers’ contributions while maintaining standards.
The council also considered involving committee chairs in the process of determining excused absences. This proposal aimed to balance accountability with understanding the volunteers’ personal commitments. The council decided to table the ordinance for further review.
The council also tackled the implications of a development project, emphasizing the need for factual backing in their resolutions. Concerns were raised about the environmental impacts, particularly increased runoff and tree removal. The discussion included potential traffic impacts, though some members felt that expanding the scope to include traffic issues might dilute the resolution’s focus on stormwater management. The council decided to revise the resolution language to ensure it accurately reflected documented studies and environmental priorities.
Township Manager Joseph Diaro and Deputy Township Manager Kevin Sullivan provided updates on various municipal projects. Diaro reported that six companies had submitted proposals for the street skate design, with special meetings planned to present these options. He also mentioned preparations for the 2025 budget and the need to seek copyright for the township seal due to the lack of protective measures in the municipal code.
Sullivan highlighted several infrastructure projects, including the near-completion of the pool rate study and strategic plan, the ongoing smoke testing program for sewer infrastructure, and discussions with the New Jersey Infrastructure Bank on projects like a UV disinfection system and a clarifier pump station. He confirmed that drinking water wells were under construction, expected to be operational by mid-December.
Additionally, Sullivan noted the installation of new parking meters and a mobile payment system, the advancement of the community center playground project with a ribbon-cutting ceremony soon, and various road projects, including traffic control measures for Lindon Avenue. Other projects, such as the pickleball courts, were out for bid, and the shade tree commission was addressing street tree needs.
Public comments also featured prominently in the meeting, with residents raising concerns about stormwater management and traffic flow. One resident offered to attend a planning board meeting on behalf of the council, highlighting potential traffic increases from a developer’s plan to open a main access road. Another resident sought clarification on an upcoming special election to fill the remaining term of a council member, urging the council to keep the public informed about new affordable housing guidelines expected from the state.
Council members acknowledged these public concerns, with one member referring to a resolution related to a development impacting the entire town and emphasizing the importance of managing traffic flow. The introduction of two ordinances followed, one proposing amendments to the chapter on government administration regarding attendance at committee meetings, which was tabled for further review. The other ordinance involved a supplemental appropriation for planning expenses related to improvements at Ever Field, which passed unanimously.
