Verona Town Council Explores New Revenue Sources for Pool Utility Amid Financial Challenges
- Meeting Overview:
In a recent meeting, the Verona Town Council tackled the issue of financial sustainability for the town’s pool utility, highlighting the need for substantial revenue generation to maintain operations without incurring significant deficits. The council debated various strategies, including increased membership fees and the introduction of out-of-town memberships, as they strive to meet the utility’s annual revenue requirement of approximately $1.2 to $1.3 million.
The council’s discussions revealed that the pool utility’s current revenue model, which relied heavily on American Relief Plan (ARP) funds, would no longer be viable moving forward. To bridge the gap, a 15% increase in membership fees was implemented for the 2025 fiscal year, although this resulted in actual membership revenue falling short of forecasts. Consequently, the pool utility had to utilize $114,000 from its fund balance, which was less than the anticipated $140,000 drawdown.
A key proposal to enhance revenue involved selling 100 out-of-town family memberships at $1,000 each, potentially generating an additional $100,000. This suggestion was met with skepticism from some council members due to the challenges of predicting membership sales and the economic environment’s impact on discretionary spending. One member cautioned, “I think we need to forecast and be aware of what happens if we don’t get enough,” emphasizing the importance of realistic projections.
To bolster local membership, the council discussed the necessity of a targeted marketing campaign aimed at new families moving into the area. The campaign would serve to increase both awareness and membership numbers, a step given the competitive nature of recreational amenities. Furthermore, the council considered the possibility of reducing the number of out-of-town memberships if local participation increased, thereby prioritizing community access.
In tandem with these revenue strategies, the council explored operational improvements, including a $50,000 bond-funded repair for the main building and a $45,000 allocation for furniture replacement. However, concerns were raised that the allocated funds might only cover a fraction of the necessary expenses.
The meeting also brought to light the broader financial landscape of Verona, with an audit presentation detailing the township’s fiscal health. The audit revealed a current fund balance of $7.5 million at the end of 2024, with a portion utilized to support the 2024 budget. The water sewer utility fund saw an increase to $2 million, despite budgeted expenditures, while the swim utility fund also experienced growth. Importantly, the township’s tax collection rate remained robust at 99.32%, and its net debt was well below statutory limits, reflecting sound fiscal management.
Beyond financial matters, the council addressed other community concerns, such as the redevelopment of 383 Bloomfield Avenue. The redevelopment plan was deemed consistent with the town’s master plan, moving forward with council approval. Additionally, ordinances pertaining to massage parlor regulations and health department codes were adopted with minimal debate.
The meeting further delved into zoning concerns, particularly the regulation of bike lanes and the introduction of a new article on traffic control in parking lots. Discussions highlighted the complexities of integrating various transportation modes and the need for comprehensive planning to ensure community safety and accessibility.
