Verona Town Planning Board Approves Housing Plan Amendments and Discusses Meeting Time Changes

The new regulation allows two residential stories to be built over one non-residential story, aligning with a sliding density scale that replaces the earlier bulk-based ordinance. The affordable housing set-aside increased from 15% to 20% within the TCMU overlay zone, potentially resulting in up to 14 affordable units in future developments. These changes aim to optimize land use and increase housing availability in the town center.
In addition to these zoning amendments, the board also addressed surplus units from the current Regional Contribution Agreement (RDP). Seven units from this agreement are expected to support the upcoming fifth round of housing plans. The board expressed optimism that future requirements for new housing units might decrease, thanks to a reduction in available vacant land.
The board’s approval of several resolutions further underscored its focus on redevelopment and infrastructure improvements. Among these, Resolution 2026-10 declared the redevelopment plan for a property on Bloomfield Avenue consistent with the master plan, while Resolution 2026-11 addressed the redevelopment plan for 8.85 Bloomfield Avenue, both receiving unanimous approval. Resolution 2026-12 introduced amendments to standards in the Town Center Mixed-Use Zone, and Resolution 2026-13 addressed changes to Articles 19 and 21 related to affordable housing and development fees, with unanimous consent from the board members present.
Amidst these planning discussions, the meeting also tackled procedural matters concerning the board’s bylaws, particularly the proposal to change meeting times. The suggested amendment to start meetings at 7:00 PM and establish a cutoff for new testimony at 10 PM, concluding by 10:30 PM, sparked a debate. Some members supported the earlier start, citing benefits for public participation, while others advocated for maintaining a 7:30 PM start to accommodate those with nontraditional work hours. One member highlighted the alignment with other town meetings, typically commencing at 7 PM, as a consideration for the change.
Despite some support, there was a consensus that the bylaws should be carefully reviewed before implementing any changes. A member emphasized the importance of having a redlined copy of the bylaws to understand the specific amendments being considered. Ultimately, the board agreed to table the discussion until the next meeting to allow for review and consideration of the proposed changes.
