They outlined their commitment to developing a scoping document to address issues, such as the street layout, public space programming, and the scale and density of the project.
A key aspect of the proposal is the commitment to affordable housing. The discussion revealed that 20% of the units would be designated as affordable, priced at 50% of the area median income (AMI). They provided estimates for affordable rent, suggesting prices around $1,200 to $1,300 for a two-bedroom unit, compared to market rates of $2,200 to $2,800. This pricing strategy aims to strike a balance between market demands and community needs.
The council also explored various design elements of the project, focusing on creating an activated buffer zone to attract visitors year-round. This concept, referred to as “concept B,” intends to avoid creating dormant spaces by integrating urban planning elements similar to those in Carmel, Indiana, known for its successful town center. The design would incorporate diverse architectural styles to reflect the area’s character, with a focus on walkability, open green spaces, and family-friendly environments.
In addition to the Downtown West project, the council addressed the proposed Victoria Ridge apartment development by Doran Companies. The plan includes 162 units, with 20% designated as affordable. Concerns were raised about the reduced parking ratios, especially in light of the area’s lack of public transportation. The representative from Doran Companies justified the parking strategy as a means to prevent overdevelopment of infrastructure.
Affordable housing was a recurring theme throughout the meeting, also linked to the financial feasibility of the Downtown West project. The council discussed potential adjustments to the 20% affordable housing threshold, considering market demands and community requirements. They emphasized the need for diverse unit types to accommodate different household sizes and incomes.
