Community infrastructure improvements were another focal point, with the council approving joint powers agreements with Carver County for two significant projects. One involves constructing a roundabout at the intersection of Highways 11, 14, and Marsh Lake Road to improve traffic flow and safety. The project, estimated at $3.6 million, will also include off-road trails and stormwater improvements. The second project focuses on safety enhancements along Highway 11, including shoulder widening, drainage improvements, and a new trail connection. These projects aim to address inefficiencies and enhance the city’s trail system, with Carver County funding a large portion of the costs.
Environmental management was addressed through a partnership with the Minnehaha Creek Watershed District, focusing on ecological restoration and water quality improvement in areas like Hallstead Bay. The council discussed leveraging over $900,000 in grant funds for in-lake management projects and future wetland restoration to support sustainable development in Victoria’s western growth area. A memorandum of understanding was approved to continue collaboration with the district, emphasizing proactive planning and integration of natural resource goals with urban development.
The meeting also touched on community concerns, particularly the placement and impact of utility equipment in residential areas. Residents voiced frustrations over a utility meter believed to be affecting health due to low-frequency noise, urging the council to consider relocating the equipment. These complaints were part of a broader dialogue on community engagement and housing needs for senior citizens, with council members emphasizing the importance of effective communication and increased housing options for seniors.
In the public comments segment, representatives from the Southern Valley Alliance highlighted the rise in domestic violence cases and requested council assistance in raising awareness about available support services. Residents also expressed concerns about utility equipment impacting property aesthetics and health, stressing the need for empathy and resolution.
