Victoria City Council Greenlights Quick Trip Development Amid Traffic Concerns

The Planning Commission had previously raised concerns about the potential traffic congestion resulting from the Quick Trip development, given the estimated 18,000 daily vehicle trips. The council discussed these issues extensively, focusing on maintaining traffic flow and ensuring safety. The developer is required to construct interim left and right turn lanes to manage traffic entering and exiting the site until comprehensive improvements can be implemented in 2028, concurrent with the planned closure of Highway 5.
Council members acknowledged the project’s impact on the nearby residential community, emphasizing the importance of visual and noise mitigation. A 30-foot landscaping buffer will be established between the site and adjacent neighborhoods, alongside pedestrian walkways to integrate with future trails.
The council also addressed the Quick Trip site’s stormwater management, deciding that facilities would remain privately maintained, with agreements in place to ensure compliance. The project will contribute approximately $21,000 in lieu of park space dedication, furthering discussions on regional park developments for the broader commercial area.
Another topic was the Downtown West Phase Two project, which will be discussed further at a workshop scheduled for January 31. The council aims to collaborate with developer Victoria DW LLC on this project, focusing on the long-term vision for the recreation center. This development is part of a broader initiative to revitalize downtown Victoria.
In other council business, a building permit appeal on Smithtown Road was discussed. The appeal contested the classification of a structure as a single-family home, its height, and the garage’s designation as detached. The Board of Adjustments and Appeals denied the appeal. The council endorsed this decision, stressing the thoroughness of the regulatory review process.
The meeting also featured the introduction of new staff members in the Public Works Department and the Fire Department. Two new firefighters, Brad and Anton, were welcomed and took their oaths of office, pledging to serve the community. The council further announced the return of the Citizens Academy and ongoing recruitment for various citizen advisory boards, encouraging community participation.
Closing the meeting, the council entered a closed session to discuss property acquisitions related to the Highway 5 and 11 project. This initiative forms part of the city’s broader infrastructure improvement plans.
