Victoria Parks Committee Considers Enhancements for Underused Parks, Discusses Ice Rink Upgrades
- Meeting Overview:
At the recent Victoria Parks & Recreation Committee meeting, members discussed potential enhancements for underutilized parks, focusing on non-traditional park spaces, and deliberated on the replacement of the ice compressor at the Victoria Recreation Center. The meeting also touched on development proposals and parkland dedication fees.
The bulk of the meeting concentrated on strategies to improve accessibility and appeal for several lesser-used parks in Victoria. The committee began by examining non-traditional park spaces, which lack typical amenities such as playgrounds or sports courts. Jenna Smith, the Parks & Recreation Director, highlighted several parks that fit this description, sparking discussions on potential improvements.
Among the parks discussed, Goodman Park emerged as a focal point due to its significant green space and proximity to the Lake Minnetonka Regional Trail. Participants proposed adding picnic tables and benches to cater to bikers and visitors, given the park’s frequent use as a parking area for trail access. Concerns about muddy conditions and standing water were raised, emphasizing the need for pathway improvements to enhance usability, especially for families.
Church Lake Park, another non-traditional space, was noted for its wetland protection focus, with limited fishing opportunities. The park’s flat landscape and proximity to downtown Victoria were acknowledged, and ideas for educational placards about local wildlife were suggested to increase its attractiveness to visitors.
The discussion also touched on Noterman Woods, a park recognized for its extensive tree canopy and network of trails. While deemed a “hidden gem,” members expressed a desire to maintain its natural beauty while considering subtle enhancements that would not detract from the park’s charm.
Salters Park, characterized by its green space and slight grade, was identified as challenging to access due to its location behind several businesses. The committee acknowledged the need for further exploration of its potential and suggested the addition of amenities to increase its utility.
The conversation then shifted to the Victoria Recreation Center, where the replacement of the Eastrink ice compressor was confirmed by the city council. The current ice had been removed, and preparations for the new compressor were underway, with installation anticipated by summer’s end. This replacement aims to address previous concerns about ice quality. Committee members expressed appreciation for the project, viewing it as essential for maintaining the center’s operations.
Development proposals and parkland dedication fees were also on the agenda. A notable discussion centered around the Bell Maple Farm sketch plot, which proposed 15 single-family homes but included only one sidewalk and no parks. The committee debated whether to accept parkland dedication fees instead of requiring actual park space. Ultimately, a consensus emerged to accept the fees, allowing for future park developments rather than immediate installations.
The Shores of Marsh Lake development was another proposal discussed, featuring plans for six single-family homes with an extension of an existing sidewalk but no additional parks or trails. The committee explored the feasibility of future trail connections, particularly along County Road 43, and expressed concerns about potential trail gaps if county developments were delayed.
