Victoria Planning Commission Denies Rezoning Request, Debates Quick Trip Development

The project involves creating an 11,000 square-foot convenience store, gas pumps, and a car wash on approximately 4.2 acres of the site. The commission discussed the site’s rezoning from agricultural to C2 Community Commercial District and the necessary conditional use permits for the car wash and gas pumps.
Traffic and access considerations were central to the Quick Trip deliberations. Concerns were raised regarding traffic implications, particularly with access points and anticipated traffic generated by the site. Planning staff recommended a right-in-only access point, similar to another nearby site, to manage incoming traffic patterns. Recommendations from a traffic study included constructing a right turn lane into the site from Road A to alleviate congestion.
The commission also addressed pedestrian connections, including plans for sidewalks along key roads and a future trail along County Road 11. Park dedication requirements were discussed, with developers needing to provide approximately $23,000 or dedicate a portion of land for park use. The landscape plan met open space and planting requirements, though adjustments to landscape buffers might be needed for fire department access.
During discussions about the Quick Trip project, a representative addressed concerns regarding water usage, particularly from the car wash. While exact water usage figures were difficult to provide, the representative assured the commission of the use of water recycling systems. The new store, described as a “gen 3” model, will feature expanded grocery offerings and areas for community engagement, with anticipated traffic exceeding that of an existing location in Carver due to its strategic positioning.
Commissioners expressed interest in the potential for diesel fuel and electric vehicle (EV) charging stations, which depend on traffic volume and site size. The representative noted that the current site did not warrant a separate diesel area due to its anticipated residential nature. Signage on Highway 212 to direct traffic to the new location was also discussed, contingent on space availability and traffic patterns.
Noise mitigation for neighboring residential developments was another consideration, particularly concerning the car wash dryer. Existing trees were noted to provide some sound buffering, and the dryer was designed to be less noisy than industry standards. The building’s grading and elevation, set lower than surrounding areas, could help manage noise levels.
The commission explored the layout and design of the car wash, specifically the exit point and surrounding parking configuration. Concerns about the “pinched” exit were discussed, with the possibility of fire department regulations necessitating site plan alterations. Commissioners emphasized alignment with county studies on highway traffic, noting that current road conditions may not support projected growth.
