The meeting began with a presentation by Hans Lampart, President of Eastern Pacific Development, who proposed a 28-unit veterans senior housing project in Vineland. The initiative, in collaboration with Soldier On and other veterans’ organizations, aims to provide rental assistance and services for veterans, with contingencies to accommodate senior citizens if necessary. Despite the significance of the project, council members did not pose any questions, and Lampart expressed gratitude for the council’s time.

Lou Magazoo, representing Khovnanian, introduced two major housing proposals, the first being “Landings at Cedar Branch.” This project involves constructing 89 single-family homes, requiring a zoning variance due to a shift in minimum lot size from 100,000 square feet to 11,200 square feet. The site partly lies outside the designated sewer service area, necessitating discussions with the land sewage authority and the zoning board. Visual aids depicted the proposed homes, two-story structures with varied materials, priced from the high $500,000s to mid-$600,000s.

The council and Magazoo deliberated on transitioning from age-restricted to market-rate homes, a decision influenced by city preferences for wider lots, impacting project density and viability. Concerns about local infrastructure, particularly the sewer system’s capacity, were prominent. The discussions stressed the importance of aligning development with local planning and zoning regulations to ensure sustainable growth.

In parallel, Jason Shulo, representing KHOP, presented a concept plan for another downtown development project. The plan considers various lot sizes, with 70-foot lots in residential areas and 65-foot lots in the center city. Challenges include Cedar Branch, subject to flood hazard regulations, and an old sewer main requiring potential developer-funded upgrades. Shulo acknowledged the additional time and cost implications of a water quality management plan amendment but maintained that the development process was straightforward. Council members emphasized the sewer extension’s necessity, noting its broader implications beyond the specific project.

A third proposal, between Antsbridge Road and Pennsylvania Avenue, near Fair View Manor, aimed to develop approximately 140 executive homes. These homes, priced in the mid to high $700,000s, would complement a nearby golf course. The developers acknowledged the need for significant zoning variances and committed to keeping the council informed as they engaged with planning discussions and evaluated sewer extension requirements.

Alongside these development discussions, the council addressed Ordinance Number 2025-45, appropriating $4 million from the electric utilities capital improvement fund for landfill redevelopment. The ordinance received unanimous support for final reading and adoption. Additionally, several ordinances were introduced for first reading, including amendments to classification and compensation plans and animal control regulations. Notably, ordinance number 2025-51, amending drainage systems to include land grading requirements, drew public comment. Raone Morrow Jr. expressed concerns about ambiguities in the ordinance, particularly regarding property maintenance and permit requirements. A council member suggested further discussions with city engineers to address these concerns.
