Vineland City Council Faces Criticism Over Lack of Action in Boys and Girls Club Dispute

Despite the judge’s order to restrict the father’s presence, Williamson reported that he continued to remain on the property until 5 PM daily. She implored the council to uphold previously established agreements between the Vineland African American Community Development Corporation and the Boys and Girls Club, expressing frustration at the lack of support from the council. Williamson’s comments underscored a community concern that the council has yet to address adequately, raising questions about their involvement in local disputes.
In addition to Williamson’s remarks, the council recognized the retirement of Pedro Cassiano, effective July 1, 2025, through Resolution 2025-428. This resolution approved the transfer of Cassiano’s police duty weapon in honor of his service. One council member expressed well wishes for Chief Cassiano’s retirement, and the resolution was passed unanimously. The council also appointed Anthony Scott as a member of the housing authority, filling a vacancy with Resolution 2025-453. Scott’s appointment was part of the council’s intent to improve the operations of the housing authority, and the resolution was approved without opposition after a brief discussion highlighting Scott’s interest.
Another topic addressed was the series of ordinances concerning city development and property management. Ordinance 2025-55 aimed to amend the city code regarding fees for reviewing and administering development applications. It was opened for public discussion, but no comments were made, leading to its unanimous approval for final reading and adoption. Similarly, Ordinance 2025-56 involved the purchase of a drainage easement from Jaffy Lumber and Supply Company, which also passed without public comment, and was adopted with unanimous support.
The council also tackled Ordinance 2025-57 on stormwater control. This ordinance was subsequently submitted to the mayor for approval. Ordinance 2025-58 amended a previous ordinance to include land grading requirements, and like the others, it received no public comments, leading to its adoption. Ordinance 2025-59 designated Miguel Marcato as the part-time Qualified Purchasing Agent for the city and was passed unanimously after a public hearing.
Property acquisition was another topic of interest, with Ordinance 2025-60 discussing the acquisition of property from 621 Elmer LLC and Ordinance 2025-61 authorizing the purchase of property on Almond Road. Both ordinances passed for first reading, with public hearings scheduled for later in the month. Additionally, the council introduced Ordinance 2025-62, allowing for five additional five-year renewal terms for an existing cell tower lease with Sprint Spectrum, and Ordinance 2025-63 concerning a lease with T-Mobile East Northeast LLC, both set for first readings with upcoming public hearings.
The council moved to the consent agenda, where non-controversial items were adopted in one motion without separate discussion. During the privilege of the floor, council members took the opportunity to congratulate Pedro Casiano on his retirement and commended volunteers, particularly Sheena Santiago and Jimmy Ne’s team, for their efforts during a recent food truck festival. The event, despite adverse weather conditions, saw improved attendance once the rain subsided, with around 30 food trucks and various entertainment options available.
The council also recognized workshops conducted by Sound Mind, Sound Body, aimed at providing financial literacy to youth. These sessions were noted for their successful engagement with young attendees, who participated and inquired about business startups and city processes. Financial aid was mentioned as available for participants who completed the course.
