Vineland City Council Faces Resident Backlash Over Sewer Assessment Process
- Meeting Overview:
The Vineland City Council meeting on January 28, 2025, was highlighted by resident discontent over the handling of a sewer project on Cavalo Drive, alongside notable retirements of city employees and various ordinance discussions. Residents voiced concerns about procedural mishaps and financial burdens linked to the sewer extension, prompting further public hearings to address their grievances.
The sewer extension project on Cavalo Drive was the centerpiece of resident frustration during the council meeting. Residents expressed dissatisfaction with the communication and notification processes regarding the project’s costs and implications. Initially, in March 2021, six residents petitioned for sewer service, leading to a series of communications that several residents found confusing and inadequate. Brian Danner, a Cavalo Drive resident, articulated the collective discontent, noting that the first certified notice many residents received was a bill, which he described as unexpected and misleading. He accused the city of unfair business practices and emphasized a lack of proper notification, a statutory requirement that was reportedly not adhered to.
Danner’s comments were echoed by other residents, including Victor Nich, who questioned whether the assessment would act as a lien on their properties if they decided to connect to the sewer in the future. They were informed that no charges would apply unless they chose to connect, at which point they would need to pay their share of the system’s costs. Residents advocated for the city to absorb some of the expenses, given what they perceived as a mishandling of the situation. Several expressed intentions to seek legal advice and potentially involve the County Prosecutor’s office.
The council acknowledged the residents’ concerns and assured them that a further public hearing would be scheduled, allowing for more opportunities to address the issues. This hearing aims to ensure that all community members are adequately represented and informed about the project’s implications.
In addition to the sewer project discussions, the council meeting recognized the retirements of two long-serving city employees, Dale Elu and Julio De Jesus. Both resolutions were adopted unanimously. Dale Elu was commended for his two decades of service, with council members reflecting on his positive impact on the community. Dale expressed gratitude to his colleagues and the city, attributing his success to their support.
Julio De Jesus, whose career began in 2004, was similarly honored, particularly for his work with the Police Athletic League (PAL) and youth mentoring. Acting Chief Casano, a colleague, praised Julio for his dedication and the significant impact he had on the community’s youth. During the meeting, Julio, who was also presented with a Thin Blue Line flag by the mayor’s office, expressed mixed emotions about retiring while emphasizing the importance of serving the community with heart.
The council also addressed several ordinances, including a project tax exemption through a PILOT agreement, exceeding municipal budget appropriation limits, and amending regulations related to the police department’s composition. These ordinances were approved unanimously, with plans for public hearings scheduled for the following month.
The council meeting concluded with routine matters, such as the adoption of the 2025 budget for the Vineland Downtown Improvement District and discussions about the Miss Vineland pageant, which received commendation for its organization and role in empowering young women. Other ordinances concerning business zone standards and substance abuse counseling regulations were introduced, with public hearings set for February.
