Vineland School Board Faces Bullying Concerns, Celebrates Educational Initiatives
- Meeting Overview:
The recent Vineland School Board meeting was marked by passionate public comments about bullying at Johnstone Middle School and an extensive presentation on the district’s strategic goals and educational initiatives. The meeting also highlighted staffing successes, partnerships, and advanced placement opportunities, while addressing concerns about school safety and student well-being.
The most compelling moment of the meeting came during the public comment session, where a parent voiced deep concerns over the handling of bullying incidents at Johnstone Middle School. The parent criticized the principal’s leadership, claiming that attempts to address the issue through the chain of command were ineffective, ultimately leading to her decision to transfer her child to a private school. The parent alleged that evidence of bullying was being withheld from the board and criticized the limitations of the school’s harassment, intimidation, and bullying (HIB) reporting process, which she said only applies to protected classes. She urged fellow parents to be persistent in ensuring their concerns are addressed and advised them to maintain thorough records of any incidents. In her closing remarks, she challenged the board to reform their approach to managing bullying, ensure proper form submissions by employees, and track incidents involving students outside of protected classes.
The superintendent’s remarks highlighted the recent implementation of an attendance corrective action plan, praising the efforts to improve student attendance and engagement.
The meeting also unfolded with a detailed presentation on the strategic plans for the 2025-2026 school year. The district outlined several goals aimed at enhancing student learning, attendance, and well-being. Key initiatives included targeting reading and math skills in early grades through programs like Bookworms and Go Math, as well as reducing chronic absenteeism through proactive outreach, such as positive phone calls and home visits. The district also aimed to expand social-emotional learning and mental health supports across schools.
In addition to these educational initiatives, the board addressed the upcoming review by the New Jersey Department of Education under the Quality Single Accountability Continuum (QAC). This routine review requires the submission of evidence in key areas like instruction and program, governance, and fiscal management by mid-November. The board was briefed on the preschool program’s pilot of two curricula, Frog Street and Tools of the Mind, with the intention of selecting one for the 2026-2027 school year. The literacy program was also discussed, with plans to expand the Bookworms initiative to higher grade levels.
Staffing and recruitment were topics of discussion, with the Human Resources department reporting success in filling vacancies, thanks in part to an August job fair and expanded recruitment efforts through social media and local university partnerships. The board celebrated the hiring of six certificated educators and over 60 support staff before the school year began. Dr. Speakman noted the introduction of a year-long induction program called “Vine Vinand Innovates for New Educators” to support new teachers.
Fiscal matters were also on the agenda, with the board exploring additional funding opportunities following the conclusion of dual enrollment and advanced placement grants. The board expressed interest in applying for a $400,000 impact grant to enhance literacy instruction. The successful launch of the ninth-grade academy was highlighted, as well as the distribution of over 2,000 LTE-equipped Chromebooks.
School safety was addressed with updates on surveillance upgrades, the implementation of a visitor management system, and the assignment of armed security guards to enhance school security. The board also acknowledged the relaunch of the Vineland Education Foundation.
The meeting concluded with a series of candidate interviews for a board vacancy. LS Vasquez was ultimately nominated and approved to fill the position, following a roll call vote. The board expressed gratitude to all candidates for their interest and participation, emphasizing the importance of community involvement in school governance.
