- Meeting Overview:
The Union Town Council meeting covered a range of topics, including the approval of a Vision Zero Action Plan, discussions on the 2024 Road Program, and various community and departmental updates. The meeting was well attended, with all committee members present, and numerous resolutions and ordinances were passed unanimously.
A major highlight was the approval of the Vision Zero Action Plan, which aims to reduce traffic accidents and fatalities in Union. The plan, approved with a budget of $185,000, will involve a comprehensive strategy to improve road safety through various measures such as better signage, traffic calming devices, and public education campaigns.
Another prominent topic was the 2024 Road Program, which includes significant improvements and repairs to various roads throughout the township. An ordinance was adopted to appropriate $784,900 for this purpose, funded by a grant from the Elizabeth Town Gas Company. The program aims to address the township’s infrastructure needs comprehensively. Public comments were invited, but the ordinance passed without opposition, reflecting broad support for these necessary enhancements.
The council also discussed an ordinance to create a new chapter in the municipal code regarding filming, aligning with the New Jersey Film Commission’s guidelines. An individual named Root Slovic inquired about the necessity of the filming ordinance, expressing confusion over its purpose. The committee clarified that the ordinance is designed to streamline the process for film productions and ensure that they comply with local regulations, thereby promoting Union as a film-friendly location.
In another development, the council authorized a shared service agreement with Kean University, converting a property into a university-based health services and research center. This agreement includes a payment in lieu of taxes to the township, as the property transitions to a non-taxable status under university ownership. The shared service agreement aims to enhance community health services and foster research collaborations that could benefit Union residents.
The meeting also included the adoption of an ordinance amending ordinance number 5758 to include parcel 243a, increasing the cost to $45,000 for utility and temporary construction easements granted to the state by the commissioner of transportation. This ordinance was adopted unanimously.
In the realm of community services, several resolutions were passed, including the purchase of playground equipment for Alpine Park and an emergency contract for the repair of a sewer mainline. These resolutions were approved unanimously.
The Recreation Department announced several upcoming events, including a “tea and tour” at Liberty Hall on October 29th and a trip to Wind Creek Casino in Bethlehem, PA, on September 19th. Registration for the travel basketball program for boys and girls in grades four through eight will begin on September 10th, with practices starting in November. Traditional Halloween activities, such as window painting and a scarecrow contest, are also planned for October 19th.
In the public safety sector, the Deputy Mayor provided an update on the Union Fire Department’s activities, noting 254 emergency calls in September, including 128 medical calls. Significant incidents included responses to a commercial building fire and several vehicle accidents. Residents were reminded of the importance of emergency preparedness, especially during hurricane season, and were invited to attend the annual 9/11 remembrance ceremony.
Public comments included questions from Ruth Slovic about several resolutions, including the Vision Zero action plan and the process for designating an area as “in need of redevelopment.” The council provided detailed explanations, clarifying procedural requirements and the benefits of these initiatives for the township.
Lastly, community member Jud Goldenberg expressed appreciation for recent improvements in Union but raised concerns about the Everbridge notification system. He mentioned difficulties in receiving alerts for extreme weather events and other local emergencies, and he was advised to visit the clerk’s office for assistance.
