The meeting also included a quasi-judicial hearing for a proposed rezoning from R4 to Planned Unit Development (PUD) for an 8-acre parcel intended for the construction of 50 townhouses near Deland. The development would be private and gated, with internal responsibilities for roadways and stormwater management.
During discussions on safety initiatives, the Council highlighted the development of a Safety Action Plan aimed at improving pedestrian safety, with projects requiring an estimated annual funding of one to two million dollars. The plan includes the installation of mid-block crosswalks, rapid rectangular flashing beacons (RRFBs), and pedestrian hybrid beacons, particularly along ISB in Mainland. The cost for each RRFB installation is about $60,000, while pedestrian hybrid beacons are projected to cost around $300,000 each.
In a recent session, Council approved the use of one-time ARP dollars, amounting to $3.8 million, along with any unused funds identified by the County Manager, to start addressing safety and pedestrian projects. This decision followed public participation and comments emphasizing the need for infrastructure improvements and the financial implications of bonding for funding.
The meeting also saw the introduction of a new initiative aimed at reducing recidivism through job placement for inmates. Matt Reinhardt proposed hosting the first-ever job fair for inmates, bringing local businesses together with individuals seeking employment. This initiative responds to concerns raised by inmates regarding their difficulties in finding jobs upon release.
