- Meeting Overview:
In a recent meeting, the Volusia County Council confronted issues surrounding traffic congestion and development proposals, notably the contentious plan for a new gas station at the intersection of State Road 44 and Kepler Road. The council also discussed a major economic development agreement with Brown and Brown for their headquarters in Daytona Beach, emphasizing infrastructure improvements and job creation.
The proposed racetrack gas station at State Road 44 and Kepler Road emerged as a focal point of community concern. Residents voiced strong opposition, highlighting existing traffic congestion and safety hazards. One resident noted the area’s critical status, emphasizing that the proposed development would exacerbate already overloaded roadways. Concerns were raised about how an additional 1,578 daily trips could impact the local infrastructure, with speakers urging the council to consider the long-term implications for community safety and neighborhood integrity.
Community members also expressed environmental concerns, citing potential pollution risks to nearby Lake Winam Misset and the disruption of local wildlife habitats. The proposal was criticized for not aligning with the comprehensive plan, which aims to protect residential neighborhoods from incompatible land uses. Residents called for infrastructure improvements, such as the Bedford extension, to alleviate traffic issues rather than introducing developments that could worsen the situation.
In response to the public outcry, representatives of the development argued that the proposal aligns with the comprehensive plan and highlighted the compatibility of the existing Circle K across the street. They asserted that the development would not require a plan amendment and emphasized the infrastructure investments planned to mitigate traffic impacts. However, the council ultimately voted against the major amendment to the Planned Unit Development (PUD), citing concerns about adverse effects on transportation systems and neighboring residential areas.
Another topic was the economic development agreement for Brown and Brown’s new headquarters on Beach Street in Daytona Beach. The council approved a $4.5 million infrastructure improvement grant, part of a larger $9 million investment shared with the city of Daytona Beach. The project promises substantial economic benefits, with Brown and Brown committing to constructing a 175,000 square foot facility and creating 600 jobs by the end of 2023 to qualify for the Quick Action Closing Fund grant. The council highlighted the infrastructure improvements targeted at enhancing stormwater quality and emphasized that these public benefits would be completed before any funds are disbursed.
A proposed rezoning near New Smyrna Beach from agricultural to rural residential was approved unanimously, with the council noting the straightforward nature of the request. Additionally, the council discussed amendments to the comprehensive plan, including a service boundary agreement with Oak Hill aimed at streamlining annexation processes.
Discussions also touched on ongoing diversity and inclusion initiatives within the county. Human Resources and Diversity Manager Molly Hudson and Diversity Specialist Jamie Edmonson presented efforts to recruit diverse talent and change employee mindsets through educational programs. The council acknowledged the importance of these initiatives in fostering an inclusive workplace and retaining diverse talent.
