The Volusia Planning Commission has voted to approve a future land use amendment and a rezoning application for a 3919-acre area to be changed to Urban low intensity and commercial designations. The approved amendment paves the way for the development of 121 single-family residences and 36,000 square feet of commercial uses. The project, which has been coordinated with the city of DeLand, aims to enhance community connectivity by filling a gap in the Spring to Spring Trail. Furthermore, the commission has emphasized that the development will receive central utilities from the city of DeLand’s utility service area.
The proposal’s impact on traffic has been a focal point of discussion. A traffic impact analysis is currently under review by traffic engineering, as the development has the potential to alter traffic patterns in the area. In response to concerns raised by residents and commission members, the applicant stressed their efforts to incorporate county traffic impact analysis (TIA) requirements, as well as their coordination with the Florida Department of Transportation (FDOT) on driveway access points and alignment with a neighboring project.
In addition to traffic concerns, environmental considerations were also at the forefront of the discussions. The project’s proximity to wetlands and the implementation of Low Impact Development (LID) standards were debated, with some commission members expressing support for the use of LID in stormwater management to address environmental concerns. The applicant highlighted their commitment to wetland preservation, open space preservation, and stormwater management.
Another case that drew discussion was the discussion of a small-scale comprehensive plan amendment from rural to urban low future land use designation. The commission engaged in a thorough debate about the potential impacts on the character of the area, infrastructure and services, and neighboring properties. The careful examination of the implications of this amendment underscored the need for a comprehensive understanding of the potential consequences.
Furthermore, the commission addressed an ordinance regarding truck parking in agricultural areas, which would permit the parking of big rigs under specific conditions. This led to broader discussions about the enforcement of such ordinances and the impact on agricultural uses. Various zoning and land use issues were also reviewed, including the regulations for equestrian livestock event facilities and dog training operations.
In each case, the commission weighed the unique circumstances against the established criteria, often approving the variances with conditions after staff had recommended denial. Notably, the commission approved a variance to allow an ADU in the front yard of a property and another that legitimized the location of an existing two-family dwelling that did not meet the required side yard setback.
Additional topics of discussion included the potential commercial development and land use amendment, the impact of new developments on local roadways, and stormwater retention pond regulations. The commission also debated the need for public input on issues such as motocross courses, hotels, and multi-family units on certain properties.
The meeting concluded with a unanimous motion to forward recommendations to the County Council for approval to amend the zoning ordinance concerning the review of special exceptions identified during the workshop. This motion sets the stage for a growth management workshop scheduled for April 30th, where further discussion on these topics is anticipated.
