Despite initial staff recommendations to deny the variances, the commission, swayed by the applicants’ argument that their request was modest and aligned with neighborhood standards, unanimously approved the variances. This decision came after considering the absence of public opposition.
Another case involved variances for an accessory structure and a detached garage and studio on a property in Seville. The applicant, James Hannis, requested after-the-fact variances due to previous non-compliance with building setbacks. The commission faced opposition letters from neighbors, raising concerns about the community’s sentiment towards the variances. Despite this, the commission approved two of the variances that met all criteria, while denying the other two that did not.
The commission also tackled a rezoning application for a property near Deltona, seeking to change the zoning from prime agriculture A1 to rural agriculture A2. The applicant aimed to utilize the less yard requirements of the A2 classification to construct single-family residences. Staff recommended approval, acknowledging the compatibility of the A1 and A2 zoning classifications with the property’s rural future land use designation. The commission forwarded the application to the county council with a recommendation for approval, noting the broader trend of shifting development patterns in the area.
Additionally, the commission discussed a proposed small-scale comprehensive plan amendment and rezoning for the Stockyard restaurant and event center in Dand. This amendment sought to bring the site into compliance with current regulations, as the establishment of a new event center would alter the property’s dynamics. Staff emphasized the importance of maintaining the site’s character while addressing community concerns about noise and traffic. The commission approved the motion to find the amendment consistent with the comprehensive plan and recommended forwarding the rezoning application to the county council.
The meeting also briefly addressed the topic of a stipend for commission members, which has remained unchanged since 1987. Despite rising costs, members ultimately decided against increasing the stipend, opting for no action at this time.
