Rig noted that the site’s entire area is affected by flood hazards from a nearby brook, complicating development efforts. He explained that while state regulations would permit the subdivision of the property into two single-family homes, recent changes limit this option, leading to the proposed duplex design as a compliant alternative.
Frank Petraelli, a local resident, questioned whether the engineering team had assessed the site during storm conditions to understand the real-time flooding risks. Despite assurances from the engineering representative about compliance with stormwater management requirements, skepticism persisted, with residents expressing doubts about the project’s efficacy in mitigating existing water collection issues.
The council also examined the architectural plans presented by Lorenzo Frankina, a seasoned architect, who aimed to integrate the new design with the surrounding neighborhood. Frankina described the proposed duplex as a side-by-side structure with a two-car garage, open-concept living spaces, and a thoughtful roof design to avoid monotony. He noted that the height and scale considerations were informed by flood elevation requirements, an assertion met with mixed reactions from the community. Concerns about the new building’s size and its visual impact on the neighborhood were prevalent, with some residents worried about the potential obstruction of sunlight and the overall compatibility with existing homes.
Further technical discussions addressed the basement’s classification under flood hazard regulations, limiting its use to nonhabitable spaces such as a garage or storage area. In addition to the Smith Street project, the council reviewed other applications, including a proposal for a residential addition and a variance request for a sunroom and deck on Camber Road.
