Warren School Board Celebrates Clean Audit, Plans for Referendum and Strategic Initiatives
- Meeting Overview:
The Warren School Board meeting highlighted a successful annual audit report, forthcoming budget considerations, and strategic initiatives ahead of a March 2025 referendum, alongside discussions on policy development and educational programs.
0:13One item at the meeting was the presentation of the annual audit report by an audit manager, which revealed a favorable unmodified opinion with no material adjustments or significant findings. The audit, consisting of the Annual Comprehensive Financial Report and the Auditor Management Report, detailed a general fund balance of approximately $11.96 million. The audit manager also discussed upcoming changes in government accounting standards and the increase of the federal single audit threshold to $1 million for fiscal year 2026, which may impact future audits. The board members expressed their pride in the district’s financial health and praised the efforts of the business office staff, noting the significance of receiving a clean audit report. The collaborative efforts of the district’s staff were commended for achieving this outcome.
17:26In parallel with the audit discussions, the finance operations and security committee reported progress in the budget process. They highlighted the importance of reviewing key budget drivers, including a five-year capital plan and employee health insurance costs, which will be discussed in an upcoming meeting. The committee is working on scenarios regarding potential state aid levels and their implications for the overall budget and tax levy. To ensure all board members are well-informed, “budget buddies” were assigned to provide detailed budget information regardless of committee participation.
The committee also outlined a communication strategy for the upcoming referendum scheduled for March 11, 2025. Board members are expected to participate in various school functions leading up to the referendum, and a presentation is planned for the Town committee meeting on February 20. The strategy includes ongoing conversations about the referendum on the school district’s website, with a focus on informing the community and encouraging participation.
Additionally, the ad hoc strategic planning committee shared insights from a community survey that involved 500 participants. The survey illuminated community priorities in academic programs, with a strong emphasis on STEAM, core academics, social-emotional skills, visual and performing arts, and early childhood education. A significant 92% of respondents considered small class sizes crucial for educational quality, while 97% acknowledged the role of quality schools in maintaining property values. These findings will guide the district’s strategic planning efforts.
In terms of policy development, the board discussed the proposed policy on generative artificial intelligence from Strauss Esme, which is non-mandatory and new to current regulations. The board recognized the necessity of referring such policies to a relevant committee for initial review before they appear on the agenda, emphasizing the importance of a review process for new policies.
The meeting also touched upon the curriculum committee’s focus on the board’s harassment, intimidation, and bullying policy, stressing its continued enforcement to protect students. The administration will address incidents individually, using the full range of available policies.
Dr. Mingle provided updates on educational initiatives, notably the initiation of a second-grade swim program in partnership with the Greater Somerset County YMCA, aimed at teaching water safety skills. An updated contract with AlphaBest was also discussed, expanding their role to include summer enrichment programs starting in 2025, featuring field trips.
0:13The board took a moment to honor the retirements of three long-serving district members, expressing gratitude for their contributions. They also read a resolution honoring New Jersey School Board Recognition Month, acknowledging the volunteer efforts of board members in maintaining academic standards and district oversight.
