- Meeting Overview:
The Watchung School Board meeting covered several topics, including updates on district construction projects, the recognition of outstanding teachers and support staff, and discussions on financial audits and upcoming initiatives.
The meeting began with an update on the district’s major construction projects, notably the Outdoor Learning Commons and the multi-purpose field at Valley View. Conor O’Brien from Legacy Construction Management provided insights into these initiatives, emphasizing the importance of community involvement in the planning process. Stakeholder meetings are set to begin soon, with public input to be a central component. O’Brien also reported on the progress of the HVAC project, which is scheduled for completion by spring 2025. The project’s timeline accounts for the need for heating during the winter months. The equipment has been procured, and the scheduling process is underway. Additional updates included the nearing completion of work on the media center, art room, and other facilities at Bayberry, with final paperwork and warranty documentation in progress.
In a procedural change, the board decided to move public comments earlier in the meeting agenda, allowing community members to address agenda items before entering executive session. This adjustment aims to enhance community input while maintaining legal protections for individuals discussed during public comments.
Acknowledging the contributions of board members, the meeting included proclamations for outgoing members Dr. Jennifer Vinces-Cua and Ang Gracia. The board expressed gratitude for their service, highlighting Dr. Vinces-Cua’s nine-month tenure and her commitment to diversity, equity, and inclusion, as well as her efforts in supporting school counseling practices. Mr. Gracia’s three-year service was noted for his beneficial background in construction, which aided the board’s decision-making processes. To honor their contributions, the board plans to plant trees.
In a related ceremony, the board recognized Anthony Ingrassia for his contributions to the district. Although he was not present, the board passed a resolution acknowledging his independent thinking and dedication to maintaining high standards for students and staff. A certificate of appreciation was prepared in his honor.
The meeting also celebrated the Teachers and Support Professionals of the Year, a recognition led by the governor’s office. Announcements took place during a “Nutcracker” ballet performance, honoring kindergarten teacher Mileno, support services professional Shopa Shahen, special educator Kaitlyn Basil, and support professional Cindy Scalera. The announcements were met with enthusiasm.
Financial matters were thoroughly reviewed, with Valerie Dolan from Nisivoccia presenting the district’s audit. The audit revealed a fund balance of over $3 million, comprising various components such as an unassigned fund balance of approximately $725,000 and a capital reserve exceeding $1 million. The audit addressed the issue of Arbitrage, where earnings from bonds exceed interest rates and could result in tax liabilities. The district has set aside $300,000 in anticipation of such payments to prevent budget strain. The audit concluded with no formal recommendations but offered suggestions for timely fund requests to avoid using district cash for grant funding.
The Personnel Committee reported on draft job descriptions for secretarial positions and discussed administrative medical leave and salary adjustments due to a minimum wage increase. The Curriculum Committee focused on the impact of cell phone use in schools, attributing increased bullying and social-emotional problems to social media. They emphasized the need for balance between technology and traditional learning methods, acknowledging the role of AI in education.
The Policy Committee recommended changes to Policy 54440, which honors student achievement, to better align with district practices. Discussions also included the use of school facilities and the establishment of a booster club for sports teams. The Operations and Finance Committee reviewed the annual audit and discussed ongoing facility projects, emphasizing community input in planning the field and Outdoor Learning Commons.
