West Essex School Board Adopts Budget with Tax Levy Increase

In a recent meeting, the West Essex School Board adopted a budget for the 2024-2025 school year with a total general fund of $47,274,221, special revenue fund of $332,000, and debt service fund of $75,600, resulting in a grand total of $48,114,821. This new budget maintains all existing district staff, academic offerings, extracurricular activities, and transportation, and includes an additional staff member at the middle school, renovations to the Arts and Music Wing, and additional security cameras. The tax levy will increase by 3.22%, impacting the average assessed home values differently across the towns in the district.
The budget process was described as challenging by the business administrator, who also noted the increases in out-of-district tuition, attendance health services, and state aid. A notable increase in out-of-district tuition costs was attributed to students transitioning to seventh grade from sending districts. The board members emphasized the importance of starting the budget process earlier to address the various departments’ needs and wants adequately. Moreover, the district is considering a move towards zero-based budgeting in the following year, which would require a justification for every dollar of the supply and textbook accounts.
The increase in the tax levy for the next year was a point of discussion. The impact on an average assessed home value in each town within the district varied, with Essex Falls seeing a decrease of $95.62 for the year, while Fairfield saw an increase of $706, North Caldwell an increase of $272.74, and Roseland an increase of $173.84. The business administrator highlighted the need for another meeting to review the numbers for the next year, possibly transitioning to a zero-based budgeting approach.
In other discussions, the board members acknowledged the retirement of Mary McGinness, the athletic secretary, who served the district for over 22 years, and the retirement of the athletic director, Mr. Manella. The board commended a staff member named Melissa for her contributions to the district’s financial stability. Additionally, the middle school and high school were praised for being designated as gold star “no place for hate” schools. A banner ceremony in New York City is anticipated to recognize this achievement.
The success of the Academic Achievement Day was also highlighted, with board members expressing appreciation for the students, staff, and administrators involved. Coach Madori was recognized for reaching the milestone of 300 career wins. The stress experienced by students due to multiple AP sessions and upcoming exams was addressed, with plans for the students to engage in community service activities post-exams.
During the meeting, the floor was opened for public comments on agenda items, where various curriculum-related items were voted on. Announcements included changes to the school calendar, notably a regular school day on Monday, May 13th, and an early dismissal on Thursday, May 23rd.
