West Orange Town Council Approves License Transfers and New CFO

The council approved the license transfer, paving the way for the establishment’s renovation and restructuring.
The renewal of a license for Jenny’s LLC, trading as ChimpCleo Restaurant and Lounge, was also on the agenda and subsequently approved. These decisions reflect the council’s support for local businesses and their development within the community.
In liaison announcements, updates on various community events and initiatives were shared. Mention was made of the success of Latin night and downtown Thursdays, the upcoming book sale by the Friends of the Library, and a recent production of “Sister Act” by the local arts council. Additionally, the Sheila Oliver Civic Association event was highlighted, honoring the late lieutenant governor. The council also acknowledged the receipt of grants for sidewalk and street improvements and reported on the recent activities and statistics of the town’s police and fire departments.
Community events celebrating the town’s diversity were discussed, including a celebration for former Governor Brendan Byrne at the Thomas Edison National Historical Park on August 15th. The council mentioned upcoming planning board meetings and a survey targeting LGBTQ+ adults in Essex County.
The discussion of development applications brought to light concerns on multiple fronts. The tree ordinance was scrutinized, particularly the fee schedule related to the removal and replacement of mature trees. A proposed development application sparked debate over its environmental impact, with the council recognizing the need for a review for consistency and legal implications. Additionally, the request for bids for solid waste and recycling collection was questioned regarding the specificity of the bid specifications.
Public comments included expressions of gratitude for the town’s leadership and the police department’s efforts, especially in regard to mental health and community engagement. Legal counsel and the planning and zoning department were commended for addressing overdevelopment concerns in the West Essex Highlands area. The council observed a moment of silence for a family that had recently suffered a loss in the township.
A debate ensued over the appointment of John Dac as the new CFO, with discussions emphasizing the need for public input in the selection process. During the vote on the garbage contract, the council decided to maintain the current service without adding new features like carts, though further evaluation and public input was promised before making any changes to the commercial component of the contract.
The process for accepting applications for cannabis cultivators was debated, with suggestions for a 30-day open request for applications (RFA) period and separate executive and public meetings for deliberation. The council discussed the need for a special meeting to review the applications, including input from the police and fire departments, and the potential scheduling of additional meetings to address budget changes and amendments.
Additional discussions included the removal of trees in front of 80 Main Street and the search for candidates to fill open positions on the Community Complaint Review Board (CCRB).
