West Windsor Board Addresses Parking and Solar Projects Amidst Environmental Discussions
- Meeting Overview:
The West Windsor Planning Board meeting tackled several issues, focusing on proposed parking arrangements and solar projects for local schools, while also engaging in discussions about environmental concerns and technological advancements. Notably, the board reviewed plans for a new pocket park and additional parking spaces, and examined proposals for solar carport systems at two school sites.
One of the central topics was the proposal by the West Windsor Parking Authority to transform a former bus garage into a parking facility with 41 spaces and a pocket park at the intersection of Wallace Road and Princeton Heightstown Road. This project aims to address parking shortages fueled by housing developments in the area. The proposed pocket park will feature a covered seating area, picnic benches, and landscaping to provide a community space that could host food trucks during events. Key discussions revolved around the allocation of parking spaces and the practicality of bicycle lockers versus simpler racks, with security concerns being a primary consideration. Questions about the necessity of additional bicycle lockers arose due to low usage rates of existing facilities at the nearby train station.
Concerns were voiced over the lack of handicapped parking in the initial site plan for the pocket park, although such spaces would be added in the Wallace permit lot. The importance of barrier-free access to the park’s picnic tables was emphasized. Discussions also touched on the provision of electric vehicle (EV) parking spaces. Initially reported as two, these spaces will not include charging stations but will be pre-wired for future installation based on demand. The board highlighted that commuters typically charge vehicles at home, which led to further deliberations about the practicality of on-site EV charging infrastructure.
In tandem with the parking project, the board reviewed solar carport systems proposed for West Windsor Plains High School South and Maurice Hawk Elementary School. The solar installations aim to enhance the schools’ sustainability efforts without impacting existing parking capacities or green spaces. Technical details outlined 952 kilowatt and 270 kilowatt systems for the high school and elementary school, respectively, with arrangements made to ensure adequate emergency vehicle access. The design of the carports, incorporating T-shaped and cantilevered arrays, was structured to maximize sunlight exposure while maintaining a minimum clearance of 13 feet 6 inches for larger vehicles.
Concerns about construction timing and potential disruptions during the school year were addressed, with plans to conduct installations during summer breaks. The landscape plan involves the removal of some trees to prevent shading of the solar arrays, with additional plantings proposed to offset these removals. Lighting considerations were also discussed, focusing on ensuring adequate illumination without disturbing neighboring residences. The life expectancy of the solar panels was noted to be around 25 to 30 years, with the potential for a secondary market for older panels.
Environmental discussions during the meeting included reports from the Environmental Commission. Concerns were raised about leaves on side streets potentially causing drainage issues, with suggestions to shred or crush them for use as fertilizer. The board also discussed the township’s forthcoming enforcement of Title 4 environmental regulations and ongoing efforts to limit gas usage. The Mayor’s agreement with Sustainable Jersey to promote energy savings programs was noted, including a $2,500 grant for promotional expenses. Moreover, the presentation on the use of AI tools in municipalities highlighted potential efficiency gains and cost reductions.
The board deliberated on the complexities of transitioning to quieter, electric alternatives for gas-powered leaf blowers, referencing Princeton Township’s ordinance on this matter. The discussion acknowledged the challenges associated with such a transition while exploring possible future proposals for West Windsor.
