- Meeting Overview:
In a recent session, West Windsor Town Council adopted the 2024 Municipal budget featuring a 0% tax rate increase. The budget includes funding for additional police officers, street improvements, and infrastructure projects while maintaining a flat municipal tax rate. The budget was approved following a detailed presentation and public hearing, with council members expressing pride in their financial planning.
The meeting opened with a proclamation for Jewish American Heritage Month, read by Andrea Mandel, highlighting the Jewish American community’s contributions to West Windsor. Mayor Hemant Marathe delivered the state of the township address, focusing on the transparent budget review process for 2024 and discussing the growth of the town’s surplus. The budget increases support for public safety, with funding for additional police officers to respond to rising emergency calls, and allocations for street lighting, flashing beacons at crosswalks, and sidewalk extensions.
Mayor Marathe also addressed the town’s financial achievements over the past seven years, including a total assessment increase of over $225 million. He noted the challenges posed by the ongoing lawsuit against the Brick Point8 Warehouse complex approval, which has incurred significant legal expenses for the town. Furthermore, the mayor touched upon West Windsor’s obligations for affordable housing and the importance of being prepared for potential legal challenges in that area.
A public comment session included residents’ concerns about the traffic impact of new developments, with the mayor responding by outlining traffic management plans in light of the new housing developments. Community members also expressed anticipation for the upcoming budget hearing and praised the mayor’s address.
The council meeting continued with discussions on community events and initiatives, such as the Annual Ride of Silence, primary elections, and educational discussions at local libraries. A special acknowledgment was given to videographer Taon Jenkins for his civic engagement and service, including his involvement with the Wounded Warrior Project.
Notably, the meeting highlighted the inaugural High School North versus High School South cricket match, the West Windsor Lions Club fundraiser, and Eagle Scout Ryan Sha’s project with Scouts BSA Troop 40.
John M, the Chief Financial Officer, presented an ordinance that would allow the township to increase its appropriation by $363,906 as a cap bank for the 2025 and/or 2026 budgets. This measure was met with public support, recognizing the need for financial foresight during challenging economic times.
The council also approved various resolutions related to easement modification, sewer capacity, and professional service agreements. Two ordinances were introduced concerning the police division and traffic and parking regulations. Updates were given on the Environmental Commission’s work on stormwater ordinance and light regulation, the Board of Ed’s budget increase, and maintenance issues with pickleball courts.
The Human Relations Council announced the date for the Diversity Day celebration, and the Parking Authority discussed the bus depot renovation and parking lot creation. The meeting ended with a motion to adjourn, with no need for a closed session.
