West Windsor-Plainsboro Schools Address Rising Bullying Incidents with New Strategies

The report revealed that of the 52 investigations conducted during the reporting period, 35 were found to be valid. Notably, no cases were deemed inconclusive, which Dr. Smmedley attributed to the effectiveness of the new process.
The report broke down the incidents by grade level, with 46.2% of founded cases occurring in grades K-5, 42.3% in grades 6-8, and 11.5% in grades 9-12. Classrooms were the most common locations for these incidents, particularly in the younger grades, where teachers frequently reported issues. The nature of the incidents varied, with “appearance” being the most cited characteristic, often linked to fat shaming. Other factors included ancestry and gender, highlighting ongoing challenges in fostering an inclusive environment.
A notable concern raised during the discussion was the role of internet and social media in exacerbating bullying incidents. Dr. Smmedley pointed to an increase in cases involving social media, particularly among younger students, and emphasized the need for continued monitoring and response strategies. The district is focusing on training school counselors to deliver lessons on empathy and anti-bullying strategies, as well as engaging parents to understand the impacts of social media on student behavior.
Board members also inquired about the categorization of incidents based on characteristics such as race, ethnicity, and religion, with clarifications provided on how these factors are represented in the data.
In addition to addressing HIB, the meeting included a presentation by Mr. Scott Cleland, the district’s auditor, who delivered the annual financial report for the 2024-2025 fiscal year. The district was commended for its fiscal responsibility, having received the Association of School Business Officials (ASBO) certificate of excellence for 17 consecutive years. Mr. Cleland reported a strong financial position, with a fund balance of over $15.9 million and no deficiencies found in the audit.
The board also took time to acknowledge the custodial staff for their diligent work during recent inclement weather.
Public comments during the meeting included updates from community members on local initiatives, such as the West Windsor Bicycle and Pedestrian Alliance’s efforts to improve safety for cyclists and pedestrians. The meeting concluded with the approval of various administrative and curriculum items, including summer course offerings and professional development workshops.
