A previously conducted traffic impact study was referenced, though board members emphasized the need for proactive measures to manage traffic flow and safety. The county road authority was mentioned as responsible for any necessary signage to guide traffic, with suggestions for a local traffic-only sign to reduce cut-through traffic.
Architectural and operational details of the group home were also thoroughly examined. The exterior design features high-quality siding and cultured stone veneer, matching the surrounding townhouses. Inside, the home includes four bedrooms, two common areas, a kitchen, bathrooms, and an office for staff. The attic houses mechanical equipment, with access via a residential stairway for maintenance. Concerns about the bedrooms’ external doors were addressed, explaining they were designed for emergency situations, allowing rapid egress if necessary.
The operational framework of the group home, managed by Regal Group Homes, was outlined by CEO Jacqueline Sims. The residence is designed for four adults with developmental disabilities, each over 21 years old, with 24-hour staffing including nurses on-site daily. Sims highlighted that residents would not drive and that most deliveries would be minimal, primarily groceries and medical supplies.
Board members and consultants also addressed site-specific issues, such as the installation of fire hydrants and traffic turning templates, which were reviewed and approved by the fire marshal. An engineering consultant confirmed the access easement’s compliance.
Despite the discussions, no public comments were made, and the board proceeded to vote. The site plan was approved unanimously, incorporating the lighting design waiver and stipulations for technical approval of the meets and bounds description by a licensed surveyor.
