Parking logistics were another focal point of the discussion. The facility will have seven designated parking spaces, with additional shared spaces available in the promenade. A representative from Avalon Bay introduced a license plate reader system to manage parking access efficiently. The board stressed the importance of clear signage and compliance with parking regulations to maintain order and accessibility.
Safety features, particularly concerning the outdoor play area, were scrutinized. The play area will be enclosed by a five-foot aluminum fence with safety gates, and concerns about drainage were addressed by the architect, who assured proper planning to avoid flooding issues. A technical report suggesting a potential obstruction of a manhole by the fence was clarified, with assurances that the manhole is safely distanced from the fence. The board recommended a condition that the fence be at least seven feet from the manhole cover.
The meeting also touched on the potential for a cannabis dispensary near the development site, although it was clarified that such businesses are not allowed in West Windsor. The developers confirmed that they had received all necessary New Jersey licensing approvals and were awaiting final approvals from the township.
Further discussion ensued on the integration of artificial turf in the play area, which requires an assessment to ensure compliance with stormwater management standards. Concerns over wastewater projections due to the facility’s shift from retail to educational use were also raised, though the increase was deemed negligible.
