Westampton Township Council Approves Zoning Ordinance and Discusses Shared Service Agreements and Water Line Insurance
- Meeting Overview:
In a recent assembly, the Westampton Township Council approved an amendment to the Township Code of Westampton zoning and a salary ordinance for certain officials and employees. The council also addressed a shared service agreement between Westampton and Eastampton and explored concerns about water service line insurance.
The approved zoning ordinance amendment, which was open to public comment prior to the council’s decision, received support from attending residents. The ordinance aims to refine local zoning regulations. Alongside this, the council passed an ordinance to fix the salaries, wages, and compensation of township officials and employees, which now includes the newly added position of Deputy Tax Collector.
A significant portion of the meeting was dedicated to the debate over the shared service agreement with the neighboring township of Eastampton. The agreement would involve shared use of street sweepers and roadside mowing equipment, which are essential for the upkeep of the townships’ thoroughfares. Concerns were raised about the cost allocation and the equity of the agreement, prompting the council to table the discussion for a more thorough evaluation.
Councilmember Odise Carr expressed skepticism regarding the Willingboro Municipal Utilities Authority (MUA) and the insurance company it endorsed. Carr proposed the exploration of alternative insurance carriers or the engagement with a reputable carrier that the township has previously worked with in order to potentially secure cost savings for residents.
Additionally, Carr brought attention to an existing ordinance concerning signage on Ikea Drive, pointing out inconsistencies with the Manual on Uniform Traffic Control Devices. He raised concerns about the safety implications of non-reflective signage and differing font sizes, particularly near the entrance to the Springside area. The enforcement of this ordinance was questioned.
The council also engaged in a discussion about the permitting process for excavation at the site of a former Getty station. Carr’s concern about potential underground storage tanks and the necessity for appropriate regulatory oversight was indicative of the council’s attention to environmental safety and due diligence in township development projects.
During the public comment period, a resident brought up a letter from American Water Resources regarding water service line insurance. The letter prompted requests for additional information and sparked a broader discussion on the potential implications for the township and its insurance options for residents. The council’s engagement with this topic reflects its responsiveness to resident inquiries and its role in addressing community concerns.
The council not only focused on these practical and regulatory issues but also passed a resolution approving the payment of vouchers and enacted the consent agenda, streamlining the township’s administrative processes. Items requiring further discussion were removed from the consent agenda.
The meeting commenced with the reading of a proclamation declaring February as Black History Month, celebrating cultural heritage and recognizing the contributions of African Americans to the community. The council also approved the minutes from the previous meetings held on January 23, 2024, maintaining the administrative record of their proceedings.
In other matters, the council observed a moment of silence to honor fallen soldiers. An executive session was conducted to discuss attorney-client privilege, pending litigation, and personnel matters, which are routine components of council meetings to address sensitive and confidential topics.
