Councilor Figgy then proposed an amendment for a 1.65 tax rate, which he felt was a responsible compromise given the uncertain availability of free cash. Figgy highlighted that the budget was crafted without knowing if free cash would be available.
The debate extended to concerns about the lack of leadership in business development. A council member criticized the absence of a development director. Another member echoed this sentiment, expressing frustration over the stagnation in new business growth, which they linked to the lack of a proactive growth strategy.
As the council navigated various proposals, a motion for a 1.74 tax rate was narrowly defeated, with four votes in favor and seven against. Similarly, a proposal for a 1.65 rate failed, receiving five votes in favor and six against, as did a 1.61 rate, which was unanimously rejected. The council eventually coalesced around a 1.68 rate.
The meeting also touched on the residential factor, with unanimous agreement among present members. Additionally, in response to public concern over rising fees, Councilor Matthews-Kane informed attendees of various abatement programs available to assist residents.
