Westfield Planning Board Approves Unique Dog-Friendly Café and Daycare Facility

Despite the playful name, “Bark and Brew,” the proprietors clarified that there are currently no plans to serve alcohol, although a future BYOB option is not off the table.
Concerns about cleanliness and safety were addressed during the meeting, with the proposal detailing non-porous flooring and sanitation stations to maintain hygiene. Additionally, the staff-to-dog ratio is designed to ensure proper care, with a maximum of one staff member per ten dogs, striving for a ratio closer to one per six to eight dogs. The facility also plans to conduct temperament evaluations for dogs to ensure they are safe around other animals and humans.
The board acknowledged the demand for such facilities, noting that existing dog daycare centers in the area are often at capacity. While the proposal was met with enthusiasm, discussions emphasized the importance of addressing potential issues like heat from the pavement in summer, with solutions such as pools and misters suggested to ensure the comfort of the dogs.
Following the public hearing, the board unanimously approved the special permit, contingent on compliance with outlined conditions, including the installation of pet waste stations and adherence to state regulations like “Ollie’s Law,” which sets standards for dog care facilities.
In addition to the pet facility, the board discussed a special permit application from DL Holmes to divide a residential property on Ethan Avenue into two building lots. The proposal involves retaining the existing structure, adding a garage, and constructing a new home. The project requested special permits for lot size averaging and a reduced side yard setback. After a discussion, including clarifications on the home’s renovations and the proposed garage, the board approved the special permit under specified conditions.
The meeting also addressed an extension request for a special permit related to the Pride Gas Station project on Southampton. The representative outlined ongoing negotiations with the Massachusetts Department of Transportation and proposed a 12-month extension to keep the permit valid. The board emphasized the importance of maintaining property cleanliness, particularly addressing graffiti and the condition of the site, which includes a former Friendly’s building.
Lastly, the board reviewed plans for a property on Main Street, confirming the compliance of a proposed subdivision with zoning requirements. The discussion ensured that future development plans would accommodate necessary access routes.
